Description
The Bureau of Reclamation intends to procure additional work via a sole-source modification to Contract 07-CR-40-8185 with Keller-Bliesner Engineering. The purpose of the contract at inception was to perform special studies and analyses on the impact of Glen Canyon Dam operations on endangered fish species in the San Juan River Basin on Navajo Nation land. Due to lack of sufficient collected data and to strengthen findings of work performed to date, the Government requires another season of data collection. This will provide the necessary data required to effectively assist the Government to properly manage the impact on endangered fish and to ensure the Government's uninterrupted operations in the San Juan River Basin. The additional workscope to be procured will involve scientific sampling of two complex reaches along the San Juan River once in August 2009 during base flow for young endangered fishes. Combined with sample data to be collected in the Spring of 2009, reports on habitat mapping, interpretation and analysis of data, and integration of fish sampling and habitat data will be delivered in the Spring of 2010. The period of performance will end on June 30, 2010. The basis of the sole-source procurement, per FAR 6.302-1, is that the current contractor is the only one that can properly continue the analysis and integration of data accumulated since contract inception, and that awarding to any other contractor would adversely compromise scientific data integral to the Government's efforts to mitigate dam operations on endangered species. Additionally, only contractors with permits granted by the Navajo Nation are allowed to perform scientific research on its properties. The Government does not intend to procure the same services after June 2010. See Numbered Note 22.
