- This is a sources sought synopsis to determine the availability of sources capable of performing the overhaul/remanufacture of the C-130 Turbine Engine Starter NSN: 2995-01-329-6341 P/N 36E165-2QC. The North American Industry Classification System (NAICS) number for this effort is 336413. It is anticipated that a firm fixed-price contract will be awarded with a base year and four one year options requiring a Best Estimated Quantity (BEQ) of 92 each and delivery schedule of 8 each every 30 days until all items are delivered. The end item shall be cleaned, disassembled, components inspected, assembled, and tested according to TOs and OEM specifications "Reference TO 2JA3-72-3 and 2JA3-72-4". Any component parts that do not meet specified inspection requirements, or if there is any doubt as to its serviceability or longevity shall be replaced. This includes any part requiring replacement due to catastrophic failure, fatigue failure, or normal deterioration. Note: "Technical Oder distribution is authorized to the DoD and U.S. DoD contractors only. Other requests for this document shall be referred to 448 ACSG/OMR Tinker AFB, Oklahoma 73145-302 or, contractor must submit a copy of their current, up-to-date, approved DD Form 2345 - Military Critical Technical Data Agreement". Prequalification of sources is essential to maintain high quality and maximum operational safety. The requirements of FAR 9.202(a) apply. Qualification requirements are set forth in the OC-ALC Source Approval Information Booklet. Interested vendors that have not been previous approved for the overhaul/remanufacture of these items must submit a Source Approval Request to Joe Roop, Source Development, Small Business Office. Mr. Roop can be contacted @ (405) 739-7243. An Initial Production Evaluation (IPE) shall be required, but may be waived by the Government. As prescribed in FAR 9.202(e): The contracting officer need not delay a proposed award in order to provide a potential offeror with an opportunity to demonstrate its ability to meet the standards specified for qualification. Source Selection procedures can be found in Federal Acquisition Regulation (FAR) Subpart 15.3-Source Selection, Air Force FAR Supplement (AFFARS) and the Air Force Materiel Command FAR Supplement (AFMCFARS). These regulations are available electronically at the Air Force (AF) FAR Site, http://farsite.hill.af.mil and will be used to obtain the best value for the Government for this acquisition. In using the best value approach, the Government will award to an offeror who gives the greatest confidence that they will best satisfy our requirements in an affordable manner. This synopsis constitutes one form of early industry involvement and the Government requests industry recommendations, opinions, and feedback. Interested vendors should provide information detailing company's capabilities of performing overhaul/remanufacturing of same or similar items. This synopsis is for planning purposes and market research only, and does not constitute a solicitation for bids/proposals. Responses will assist the Government in determining whether to set-aside/restrict competition in some way or solicit offers from all responsible sources. Prospected vendors must provide proof of registration through the Central Contract Registration (CCR) and Online Representations and Certifications Application (ORCA). If claiming small business status, verification of such status must be identified in the company's CCR and ORCA registration. The Government will not pay for any information submitted in response to this announcement. OMBUDSMAN (AUG 2005) (An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
