- Pre-solicitation Notice Number EPRFI-0006-09 UNICOR, Federal Prison Industries (FPI) is a self supporting government corporation within the U.S. Department of Justice with a two fold mission - to train the inmates with marketable skills, which in turn allows us to manage the inmate population and FPI to be a self sufficient business. UNICOR is comprised of seven business groups, (Clothing & Textiles, Electronics, Fleet Management, Industrial Products, Office Furniture, Recycling, and Services.) UNICOR's web site is www.unicor.gov. Federal Prison Industries intends to establish a multiple award contract for the following services/supplies: Integrator and Financing Services for Photovoltaic (PV) Panel Systems, to include but not limited to the Design, Construction, Installation, Maintenance, Commissioning, Trouble Shooting for PV Parks/Farms (Ground Mount), Parking Lot Canopies, and Building Retrofit/New Construction Roof Mount. Contractor must be able to provide all services to include design, construction, supplies and financing for: Turnkey photovoltaic systems, or any part or component thereof, including but not limited to the design, construction and installation and financing of a photovoltaic system utilizing FPI's PV panels. Photovoltaic System may be federal agency owned, in full or in part, or contractor/private sector owned through a Power Purchase Agreement (PPA), or similar financing Agreement arranged by Contractor and may be located on site or off site for FPI's federal customers. PV systems may be roof mounted or ground mounted systems and may be stand alone or integrated into a building or a site. PV systems may integrate with the electric utility grid (on grid) or be separate from the grid (off grid); buildings may include new constructions, renovations or major alterations. Contractors will be required to provide any or all of the following services and products: Stage I Feasibility Study: Overview of Project General/Concept Design Economic, Financial and Performance Analysis Preliminary Site Survey and Planning Project Timeline Stage II Project Implementation: Project Management Building Permits and Planning Approvals Site Survey and Planning Design Materials Equipment Financing Options: PPA, Lease to Own, Self-Finance, etc. Economic Analysis Rebates and Incentive Applications Installation of System: Installation Mechanical Integration Electrical Integration Utility Interconnection and Utility Agreements Building Integration Permitting and Inspection, including NEPA Post Installation Services: Commissioning, and Start Up Training Maintenance Troubleshooting Warranty Maintenance UNICOR intends to award multiple five years, indefinite delivery/ indefinite quantity contracts. Upon award, task orders and/or delivery orders will be competed amongst the awardees. The selection process will utilize source selection procedures in accordance with FAR 15.3. This negotiated solicitation will be open to both small and large business firms. Consideration is open to established, qualified firms licensed to perform professional services (FAR22.1102), which currently have active, properly staffed offices within the continental United States (including subcontractors). All qualified responsible firms are encouraged to participate in this procurement. A pre-solicitation conference is scheduled for Friday, April 24, 2009 at 10:00 a.m. EST. The conference will be held at UNICOR, Federal Prison Industries, 75 Barrett Heights Road, Suite 103, Stafford, VA 22556. Those interested in attending the pre-solicitation conference must contact Staci Card, Contract Specialist, via electronic mail at: scard@central.unicor.gov no later than COB Tuesday, April 21, 2009. Attendees are limited to two (2) persons per firm. Attendees are encouraged but not required, to provide written information at the conference. We anticipate the Request for Proposal to be issued electronically on or about May 22, 2009, via the Federal Business Opportunities website at http://www.fbo.gov, and proposals will be due 30 calendar days after the RFP issuance.
