Description
The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to issue a sole source purchase order to Gulf Marine, Panama City, FL 32405 for two (2) each 150 HP Honda engines to be installed on a boat. NSWC PCD is tasked to operate and maintain all small boats used for project support. From time to time engines have to be changed/replaced. The Honda engines are one hundred fifty horse power four stroke Honda outboards, with gauges, switches, controls, water separators, batteries, stainless steel propellers and transom repair. The requirement specified in the subject requisition represents the minimum requirements of the NSWC-PCD Ranges and Facilities Branch at this time. Gulf Marine is the local Honda authorized "full line" dealer. The only other dealer in the Panama City area is a "package" dealer and can only sell the engines with a boat. The next nearest dealer is located in Blountstown, FL. Therefore it is recommended that the motors be purchased from Gulf Marine as this saves the government both time and money for the initial installation (since the government will deliver and pick up the boat) as well as for any warrantee work that might need to be done, and parts availability. The specified brand is required for the following reasons: When outboard engines are bought, special tooling is needed to maintain these engines. It would be cost prohibitive to maintain special tooling for many different brands of outboard engines therefore it will save the government money to purchase only one brand of outboards for our facility. The Naval Support Activity (NSA) boathouse uses Honda outboards already which allows sharing of resources if the same brand is used. Additionally, the EPA has come out with new water pollution standards for outboard engines therefore the new engines must meet these standards. Honda Outboards meet or exceeds these standards. Award will be based on contractor quote on or about April 15, 2009.
