- The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) and NESDIS Acquisition Division SAP Team on behalf of NOAA intends to award on a sole source basis to the National Academy of Sciences, an order for services related to activities organized by the US National Committee for DIVERSITAS to celebrate the 200th anniversary of the birth of Charles Darwin. The Darwin Symposium will take place at the AAAS Auditorium in Washington, D.C. on April 15-16, 2009, and is entitled "Twenty-first Century Ecosystems: Systemic Risk and the Public Good - A National Academies Symposium on the Science and Policy for Managing the Living World Two Centuries after Darwin." The Symposium will feature leading scientists and policy makers from Washington and around the world, addressing the biodiversity aspects of key policy issues. The goal of the Symposium is to encourage the inclusion of ecosystems in the burgeoning new systems approach to complex policy issues such as energy, climate, trade, and agriculture - areas in which ecosystems services are often not a first order consideration. The Government believes this vendor is the only source. The associated North American Industry Classification System Code (NAICS) is 541690 and size standard is $7.0. The Government intends to negotiate on a single source basis with the National Academy of Science, in accordance with FAR Part 6 and FAR Part 13, current through Federal Acquisition Circular (FAC) 2005-30. Notwithstanding the Government's intent to negotiate this requirement on a single source basis under the authority of 41 USC 253(1) as implemented by FAR 6.302-1, all responsible sources may submit a statement of technical capabilities which shall be considered by the agency. Information submitted in response to this notice must be in sufficient detail to permit agency analysis to establish a bona fide capability to meet the requirement. Responses from this notice may be submitted via email to Gina E. Lee at gina.e.lee@noaa.gov, no later than 12:00 noon April 7, 2009, Eastern Standard Time. Failure to submit documentation will result in the Government proceeding as stated above. A determination by the Government not to open competition based on responses to this notice is solely within the discretion of the Government. Reference: NFFKST00-9-07429 in your response.
