2009 Air Force/Industry Air Armament Technology Interchange Workshop for SBIR: Small Business Innovation Research (SBIR) Program's Transition Support (Commercialization Pilot Program (CPP) One-on-One Sessions (15-17 June, 2009) This announcement is an expression of interest only and does not obligate the government in any way. Response to this request is voluntary and will not impact any future acquisitions. Please respond to the appropriate point of contact, within 15 days of the publication of this announcement with your intent to attend the workshops on 15-17 June 09. Please note that there are specific major contractor attendance criteria for the SBIR transition support CPP activity. Moreover, attendance by small businesses is by major contractor invitation only. The goal of this Air Force SBIR initiative involves accelerating the transition of SBIR developed technologies to the warfighter. One approach we are implementing involves matching small businesses with on-going air armament-related SBIR Phase II projects to industry major contractors for one-on-one discussions. Interested major contractors must contact the AF POC to obtain a list of air armament related on-going Phase II projects from which they can select for one-on-one meetings. Based on industry major contractor selections, the AF will invite the associated small businesses to attend the SBIR Phase II project one-on-one meetings. There will be a two-hour plenary overview, for qualifying contractors where AFRL will present information about the AF CPP program and provide rules-of-engagement regarding the SBIR one-on-one sessions. Following that overview, the AF will hold forty-five minutes SBIR one-on-one sessions. The venue planned will be the Ramada Fort Walton Beach Resort, 1500 Miracle Strip Pkwy SE, Fort Walton Beach, FL 32548, 850-243-9161; fax: 850-243-2391. There is a $175/person registration fee associated with this event. The fee covers breakfast, lunch and snacks. Other details of the workshop and the criteria for industry participation are explained below: Restrictions: U.S. Defense companies only. In order to attend, you must be either a DoD employee or DoD contractor with a valid DD Form 2345, Militarily Critical Technical Data Agreement. Limitations: Due to resource constraints, and our expectations for responses to this announcement, we anticipate having to select a more limited group of companies to participate in these sessions. Criteria for Attendance: For Prime contractors, we will use the following criteria for participants in the overview session (Overview and one-on-ones) to be held on 15-17 June 2009. 1. Meet the Defense Federal Acquisition Regulations (DFAR) 31.205-18(a) (iii) definition of a major contractor as identified in the following website -- http://farsite.hill.af.mil/reghtml/regs/far2afmcfars/fardfars/dfars/dfars231.htm#P71_2101) or meet the Defense Contracting Audit Agency (DCAA) criteria of major contractor (which essentially means any contractor that had $90 million or more in annual auditable costs for the prior fiscal year). And/or 2. DoD Prime contractor with a valid DD Form 2345, Militarily Critical Technical Data Agreement, Jul 2003.
