Now, using ORCA, a contractor can enter their Reps and Certs information once for use on all Federal contracts. This site benefits not only the contractor by allowing him or her to maintain an accurate and complete record but also the Contracting Officer, as he or she can view every record, including archives, with the click of a mouse. The ORCA site can be found by going to http://www.bpn.gov and clicking on "Online Reps and Certs Application" on the left side of the screen. If you do not have access to the Internet or feel you need extra Internet help please contact the Procurement Technical Assistance Center (PTAC) (www.dla.mil/db/procurem.htm) closest to you. You are strongly encouraged to register in ORCA in responding to this solicitation. You are required to have an active registration in Central Contractor Registration (CCR) in order to conduct business with the Federal Government. Proposed Solicitation Issue Date: April 15, 2009 Title of Project: Rehabilitate Dock 102 Location: Governors Island National Monument, New York (New York County), New York Description: The work consists of design, fabrication, and installation of a 30-foot by 120-foot floating spud barge anchored to spuds adjacent to Dock 102 that can accommodate a variety of front and side-loading vessels and responsive to tide and wake conditions in New York Harbor. The work includes installation of timber pile dolphin clusters for docking and vessel maneuvering, accessible articulating ramps with handrails, installation of railing and benches on the existing fixed pier, rehabilitation of existing lighting on the existing fixed pier, and construction of a weather protected shelter to accommodate visitors waiting for the ferry with benches and half-size lockers. Type of Procurement: It is anticipated that a negotiated firm-fixed price contract will be awarded requiring submission of both a technical and a price proposal. The government will consider an offeror's technical capability in comparison to its price. This will be a HUBZone set-aside. Estimated price range: $3,200,000 to $3,700,000 including options. Time for completion: Completion date approximately through May 3, 2010. If options are awarded, contract time will be extended as appropriate to complete the additional work. A Pre-Proposal Meeting is anticipated to be scheduled between April 23, 2009 and April 28, 2009. Proposal receipt date is approximately May 15, 2009; actual date will be established at the time proposal documents are available. All responsible sources may submit an offer that will be considered.
