This file provides a description of IARPA-BAA-09-02 Amendment 1, in.pdf format This file is IARPA-BAA-09-02 Amendment 1, in.pdf format Title: Biometrics Exploitation Science and Technology (BEST) 1. This amendment changes and clarifies the original BAA 2. The full text announcement is changed to specify that only U.S. organizations may serve in the role of prime, and that proposers are responsible for ensuring that any non-U.S. partners do not compromise the laws or security interests of the United States, as indicated below: 3.A. Eligible Applicants (p. 24), second paragraph is changed to read as follows: Only U.S. organizations or institutions1 may prime and submit proposals to the BEST BAA. Foreign participants and/or individuals may work on the effort to the extent participants comply with all applicable Non-Disclosure Agreements, Security Regulations, Export Control Laws, and other governing statutes applicable under the circumstances. Proposers are expected to ensure that the efforts of foreign participants do not either directly or indirectly compromise the laws of the United States, nor its security interests. As such, proposers should carefully consider the roles and responsibilities of foreign participants as they pursue teaming arrangements to propose to the BEST BAA. 3. Other items not addressed herein remain unchanged. 4. Questions may be addressed to dni-iarpa-baa-09-02@ugov.gov.
