Description
More information on the Excavator and Brush Cutter Mentioned in the Solicitation. Combined Synopsis/Solicitation per FAR 12.603(c) (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. (ii) The solicitation reference number is "F1M3E39026A002_Cut" and the solicitation is issued as a request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-31. (iv) This requirement is being set aside 100% for Small Business under NAICS 811310. The Small Business Size Standard for this NAICS is $6,500,000.00. (v) The following need to be quoted on, CLIN 0001 : Excavator Upgrade with Brush Cutter Installation, CLIN 0002 : Furnish and Install Safety Guarding for CAT 320C Excavator. (vi) The Government Owns a 320C Caterpillar Excavator and a Brown Bear BC283 Brush Cutter Attachment. (Please see attached specs on Government Owned Equipment.) CLIN 0001 : All needed hoses, Hydraulic Couplers, and Quick Hitch for the Excavator need to be furnished and installed by the contractor so the Excavator Boom is compatible with the BC283 Brush Cutter Attachment. Hooks that allow the Caterpillar Boom to connect to the Brush Cutter Attachment need to be furnished and then welded/attached to the Brush Cutter Attachment so that it can connect to the Caterpillar Excavator Boom and be switched out with the Caterpillar's Bucket Attachment as needed. Any other items identified during the site visit will be taken into consideration and if applicable will be added into the posting. CLIN 0002 : The furnishing and installation of Safety Guarding for the Front Windshield of our 320C Caterpillar Excavator to make it Forestry Rated. An Optional Site Visit will be conducted as an opportunity for all interested contractors to come and get a clear understanding of the Government's Requirement. The date and time of that site visit will be Monday, 6 Apr 2009, at 8:00 am EST. All contractors will need to meet at the Front Gate Entrance to Charleston AFB. Directions will be distributed upon request. For all visitors, Driver's Licenses will need to be available as well as Registration and Proof of Insurance for any vehicles that will be driven. (vii) The Government will transport the Caterpillar Excavator to the place that the work is to be performed. Please list your Physical Street Address in your Quotation, as well as the approximate distance from Charleston AFB to that Location. (viii) The Following Clause is incorporated and will remain in full force in any resultant award: 52.212-1, Instructions to Offerors -- Commercial. (A full text version of this clause and all others can be accessed electronically at the following website: (http://farsite.hill.af.mil/VFFARa.HTM.) (ix) The following explains how the Quotes will be evaluated: Guidance from 52.212-2, Evaluation -- Commercial Items, will be used. The following evaluation factors will be used to evaluate all quotes received and determine the Awardee: Technical Capability of the Contractor to perform work, Total Price, and Distance/Government Cost to transport equipment to the location of the contractor to perform work. (x) All Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with your offer. (xi) The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition.
