Description
The U.S. Marshals Service (USMS), a federal law enforcement arm of the U.S. Department of Justice, procures a high number of vehicles manufactured by Ford Motor Company and is seeking a contractor for a pilot program to retrofit approximately thirty (30) 2009 and/or 2010 Ford Explorer (4WD, six cylinder) sport utility vehicles (SUVs) for single unit deployment to metropolitan areas throughout the United States. This is a pilot program that, if successful, may be fully implemented within the USMS and shared with other U.S. Department of Justice law enforcement agencies. Objectives of this program include: 1) Design and installation of an all-inclusive, uniform retrofitting package that is acceptable to USMS standards; and, 2) Opportunities to mitigate transportation costs assessed to the USMS to deliver a fully retrofitted SUV to destinations throughout the United States. In support of the second objective, the contractor shall qualify as a Ford Motor Company approved ship-thru, up-fitter, or be able to demonstrate a better value where transportation costs are inclusive of the approved retrofitting package. The Ford Explorer, available through the GSA AutoChoice Program, or similar Government program, is assembled at the Louisville, Kentucky Ford Motor Company Assembly Plant. Questions about the ship-thru, up-fitter program shall be directed to Ford Motor Company. In support of this pilot program, the USMS is seeking additional comments, issues, concerns, suggestions and recommendations from industry experts that may not be listed in the draft Statement of Work (SOW). The USMS shall host a pre-solicitation meeting to ensure all parties have a full understanding of the requirement(s) and to solicit and discuss comments. Thereafter, a final SOW will be included in the formal solicitation. All prospective offerors shall be given the opportunity to review a draft SOW in advance of the meeting. Prospective offerors shall contact Gary Insley (gary.insley2@usdoj.gov, or 202.307.5009) to request participation in the pre-solicitation meeting that will be held at 9:00 a.m. on Tuesday, April 7, 2009, in the offices of the United States Marshal at the United States Courthouse, 601 West Broadway, Louisville, Kentucky. The draft SOW will be distributed in advance to all pre-registered participants who must identify themselves to the USMS through Mr. Insley no later than 12:00 noon EDT on Monday, April 6, 2009.
