- The requirement is for 1 ea FIRST ARTICLE, NSN 1710-00-313-4148 Part # 9843442-1 development and testing of an additional friction brake material for USAF print 9843445 in order to determine its suitability for use with the BAK-12 (Barrier Arresting Kit) aircraft arresting system - NSN 1710-01-454-2482. A Test Procedures report will be submitted and approved. A Test/Inspection Report will be submitted and approved. A Contractor Progeress, Status and Management Report and a Monthly Status Report will also be required. This requirement will be set-aside 100% for small businesses. The First Article shall be sent to HQ AFCESA/CEMR, Tyndall to be installed into the BAK-12 Brake assembly and then get sent to 780 TS/OL-ACS, Wright-Patterson for testing in accordance with the criteria specified in the data package that will be provided and results documented in a First Article Test Report, which is to be submitted to and approved by the Government engineer. Upon approval of the First Article Test Report, the first article unit will be shipped to Robins AFB. Offerors shall prepare their proposals in accordance with instructions contained in the RFP. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. The Government will utilize the Past Performance Information Retrieval System (PPIRS) as well as information obtained from MOCAS, DCMA, and other sources as may be required in the evaluation of proposals and shall make award in accordance with the evaluation criteria stated in the RFP. Offerors are encouraged to review their data in PPIRS to ensure accuracy. It is anticipated that the RFP issue date will be on or around 30 Mar 2009; proposals are due 30 Apr 2009. The technical data required to respond will be posted t0 the Federal Business Opportunities webpage ( http://www/fbo/gov/ ). No questions regarding the solicitation will be responded to unless submitted in writing to the POC listed below.
