- Due to limitations of the FedBizOpps website, the Government is unable to post the Pre-Solicitation Notice under Solicitation Number FA8750-09-R-0032. Therefore, the Government is posting ONLY the pre-solicitation notice at Solicitation Number "FA8750-09-R-0032-PRESOL," which will contain only the pre-solicitation notice and modifications thereto. All prospective offerors are instructed to continue to routinely monitor and register under Solicitation Number FA8750-09-R-0032 as well as the pre-solicitation notice. The Request for Proposal and any additional updates will be posted to Solicitation Number FA8750-09-R-0032. DESCRIPTION: The Air Force Research Laboratory, Rome Research Site (AFRL Rome) has a requirement to procure Research, Development, Testing & Evaluation (RDT&E) expertise to operate the far field antenna test ranges, anechoic chambers and other laboratory facilities for the Air Force Research Laboratory, Information Directorate. The RDT&E effort will be conducted at Air Force Research Laboratory (AFRL), Rome Research Site (RRS) facilities located in Rome NY, at two RRS remote research facilities located within a 35 miles radius of Rome NY, ( Newport and Stockbridge), and at other facilities/locations as required. RDT&E efforts include, but are not limited to, • advanced antenna design, integration, and evaluation on airframes • command and control technologies and system applications • communications signal processing • software development • advanced communications environments • communications network design and administration • measurement methodology, and • information systems integration and evaluation. CONTRACT TYPE A Cost-plus-Fixed-Fee (completion) type contract is contemplated with a period of performance of 60 months. The NAICS code for this effort is 541712, and the size standard for small business is 1,500 employees. SET-ASIDE INFO: Full and Open Competition Evaluation of the capability packages received in response to the previous Sources Sought announcement resulted in a determination that a small business set-aside is not warranted for this acquisition. The size standard for small business is 1,500 employees. TECHNICAL READ LIBRARY A technical library relating to the subject area of this acquisition is available for review by potential offerors at Air Force Research Laboratory/RIGE, Bldg. 3, Rome, NY 13441-4505. Appointments for access may be made by contacting Frances Rose, 315-330-2038, e-mail frances.rose@rl.af.mil, at least forty-eight hours in advance. The library contains technical data subject to export control. Prior to review, potential offerors must submit a copy of an approved DD Form 2345, "Militarily Critical Technical Data Agreement", along with a letter from the Data Custodian designated on that form, authorizing access by whomever will be reviewing the library, to ATTN Frances Rose, Air Force Research Laboratory/RIGE, 525 Brooks Rd, Rome, NY 13441-4505. FOREIGN DISCLOSURE REVIEW NOT DONE Memorandum of Understanding (MOU) country sources must contact the Contracting Officer within 15 calendar days from the date of this synopsis to receive a copy of the solicitation package at the time it is initially issued. Issuance of the solicitation will not be delayed to review requests from MOU country sources received after the 15 calendar day time period or from non-MOU country sources. SECURITY CLEARANCES This work will require a source that maintains a TOP SECRET facility clearance, SECRET safeguarding capability and staff with approximately Three (3) TOP SECRET security clearances at the time of award with an additional Three (3) TOP SECRET cleared individuals available within the first six months of performance. OMBUDSMAN In accordance with AFFARS 5301.91, an Ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting with an Ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the Contracting Officer, Douglas J. Rosenthal, (315) 330-1957, Douglas.Rosenthal@rl.af.mil, for resolution. AFFARS Clause 5352.201-9101 Ombudsman (AUG 2005) will be incorporated into the resultant contract. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the Ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the Ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The Ombudsman may refer the party to another official who can resolve the concern. Consulting an Ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). If resolution cannot be made by the Contracting Officer, concerned parties may contact the following AFRL Ombudsman: Karen S. The Ombudsman has no authority to render a decision that binds the agency. SOLICITATION RELEASE DATE The Draft Request for Proposal is expected to be posted for review and comment by potential offerors within the Third (3rd) quarter of the Government fiscal year 2009. The formal solicitation is expected to be released in the third (3rd) quarter of the Government fiscal year 2009.
