Description
The VA Medical Center in Louisville, KY is seeking the services of a qualified Contractor to furnish all labor, material and expert supervision needed to upgrade the street lighting and sidewalk bollards. The successful Contractor shall keep in mind that the main emphasis of this project is to improve energy efficiency. All equipment and materials selected to complete this project shall be energy efficient. The contractor shall provide all tools, travel, labor, materials, permits, licenses and supervision as indicated in drawings and specifications for Project #603-09-105. All work performed shall be according to the specifications contained in the solicitation package. The NAICS code for this project is 238210 and the Size Standard is $14 Million Dollars. The scope of work for this project includes but is not limited to: the replacement of all street lights located on the Louisville VA Medical center campus, the replacement of street light fixture heads. All street light fixtures shall be "cutoff" fixtures to reduce light pollution. They shall match the existing bronze colored fixtures in color. All fixture heads must match one another. They shall have glass lenses and a 200W metal halide lamp. Contractor shall verify voltage available for each fixture prior to purchase of fixtures. All fixtures shall meet the approval of the VA Energy Engineer prior to the Contractor purchase. Existing bronze 4" square poles are to be re-used. All round poles are to be replaced with poles that match the existing bronze 4" poles. All new poles are to be 20'tall. Contractor may either provide a new concrete base for each new pole or modify existing concrete bases for new poles. Three (3) new bases will need to be provided for poles in new locations. All poles shall be approved by the VA Energy Engineer prior to Contractor purchase. The Contractor shall replace 31 existing bollards with compact fluorescent bollards. This work shall include modifying the concrete base to accept the new bollards as needed. Contractor will clean up area and remove all trash, demolish equipment, and debris associated with the work. Any VA equipment damaged as a result of the work by the Contractor shall be replaced at the Contractor's expense. If any utility outages are required, they must be scheduled and approved by the Facility Manager or his representative. All work shall be completed within ninety (90) calendar days after the Contractor receives the Notice to Proceed. The Contractor shall warrant that all work performed under this project conforms to VA and industry standards. Potential contractors must be registered in CCR (www.ccr.gov) at the time of submission of their qualifications in order to be considered for award. Firms desiring considerations should respond to the Solicitation notice, to be posted on or before April 15, 2009. All Bidding materials, drawings, specifications and contract forms will be available at the time the Solicitation is announced for download from the website at www.fbo.gov. This procurement will be A SET ASIDE PURSUANT TO 38 U.S.C 8127 (i), Set-aside preferences for awarding contracts to small business concerns. The project duration is expected to take 90 days. Any amendments to this solicitation will be available at the URL address and offerors are advised that they are responsible for obtaining amendments to this solicitation at the FedBizOpps website prior to the time for bid opening.
