- The U.S. Department of Health and Human Services, Office of the Assistant Secretary for Preparedness and Response (OASPR) Biomedical Advance Research and Development Authority (BARDA), through the Program Support Center, plans to award a 12 month sole source contract using simplified acquisition, to Atlantic Service Group, Inc., 2131 K Street NW, Suite 200, Washington, DC 20037,in accordance with Parts 12 and 13 of the Federal Acquisition Regulation. The purpose of this acquisition is to provide monthly parking permits for the Biomedical Advance Research and Development Authority for program and division directors for a total of 13 spaces. Atlantic Service Group parking is the only available source for parking at the facility. The period of performance will for 12 months. The terms and conditions of the parking for the ASPR/BARDA tenants is written into the current 10year lease agreement with the Washington Officer Center. THE PROPOSED SIMPLIFIED ACQUISITION ACTION IS FOR SUPPLIES AND SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER AUTHORITY OF FAR 6.302-1. INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS WITHIN 10 DAYS AFTER THE DATE OF PUBLICATION OF THE NOTICE. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED SIMPLIFIED ACQUISITIONS BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT.
