THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BID. This is for announcement Information only. In accordance with the authority contained in FAR 6.302-3-(i). Study of Concrete Tie Performance on the Northeast Corridor: Track/Train Forces, Tie Design, and Material Properties The Federal Railroad Administration has a requirement to conduct a study of concrete tie performance in the Northeast Corridor (NEC) between Washington and Boston, where train operating speeds are at or above 125 mph. Minimum capabilities to perform this work requires detailed knowledge and actual experience with the various forces imparted to the track structure by the Acela trainsets. As the NEC is the only location in the U. S. where trains operate at or above 125 mph, and as the Acela trainset design is unique among high speed trains operating anywhere in the world, FRA intends to award a contract through limited competition among the only organizations known to have the required knowledge and actual experience in analyzing the track/train forces from these trainsets. The three organizations are: LTK Engineering Services, ENSCO, and TTCI. Other potential offerors having detailed knowledge and actual experience with the forces imparted to the track structure by the Acela trainsets in the North East Corridor may contact the above person (Donald Plotkin) for additional information.
