Description

CLARIFICATIONS: Potential offerors have requested clarification on several issues: 1. The existing conditions drawings provided were limited, and in particular electrical drawings were missing. We will not require reconstruction of plant MEP drawings as part of the record drawings process. Record drawings must accurately reflect all equipment installed as part of this project, and must contain plant layouts to the extent that GSA can provide existing plant drawings as a basis for this. 2. Design drawings (submitted during the design phase, not as part of proposals) must be stamped by an appropriate PE registered in any state. 3. The Contractor will be expected to commission the systems impacted regardless of whether GSA hires a third-party commissioning agent. The Contractor will not be required to hire a third party commissioning agent, but is expected to have competent personnel perform pre-functional and functional performance testing. Functional performance testing must thorougly test all sequences of operation. Because this project includes new plant controls and programming, all plant sequences (chilled and hot water systems) must be tested. If GSA hires a third party commissioning agent, such commissioning agent will be given authority to approve in advance the commissioning process and tests proposed by the Contractor.
