Description
NAICS Code: 9241 The Environmental Protection Agency (EPA) intends to award a sole source, firm-fixed price Purchase Order in accordance with FAR Part 13 - Simplified Acquisition Procedures - to The Cary Institute of Ecosystem Studies located in Millbrook NY (the proposed contractor foraward). The order will be for analysis of the Castnet and AQS ozone records, coupled with NOx emission data to better assess the link between ozone levels and emissions of NOx and VOCs, precursors to ozone formation, in the eastern USA. The contractor will obtain emissions data and monitored data from EPA or the AQS database which is available online. Afterwards, the contractor will develop a set of analyses to complete during the contract period using the random coefficient model. The contractor will also perform an assessment of either the NBP or CAIR on the correlation between NOx emission reductions and ozone concentations. The contractor will delivery a text box style analysis alone with production style graphics to EPA. The contractor will also perform analysis of the regional correlation between emission reductions and ambient ozone concentations using the monitored CASTNET/AQS data and emissions data provided. The contactor will look at mobile versus stationary sources, total nitrate concentrations and the impacts of rural versus urban signals. The analysis will also be published in a peer-reviewed journal. The Cary Institute of Ecosystem Studies, Inc. is the only contractor approved by EPA to provide these services. THIS IS NOT A REQUEST FOR QUOTE (RFQ) AND NO SOLICITATION IS AVAILABLE. Nevertheless, any firm that believes it is capable of meeting the EPA requirements as described herein, may submit a response; which, if received by the response date as shown above, will be considered.
