- Item 0001: NSN: 4920-01-194-3772RN, Part Number: 16U23510-3, Aircraft Test Set. The test set consists of a chassis assembly and two interconnect cables contained in a combination case. The chassis assembly consists of a front panel connector, on/off switch, two variable controls, two circuit board assemblies, a 1.5-volt size D battery, engine select switch and a power-on indicator lamp. The test set provides checkout capabilities for the aircraft warning control unit. It does this by providing simulated signals for engine rotor speed (N-) and fan turbine inlet temperature (FTIT). This requirement is for a basic quantity of 5 ea and 4 Option Periods 1-5 EA. Options may be exercised for AF (Air Force) or FMS (Foreign Military Sales) requirements. Assets will be shipped FOB Origin to multiple CONUS locations for AF requirements and for FMS requirements it will require FOB Origin with destinations to be cited. NO SURPLUS MATERIAL ACCEPTED. Offerors shall prepare their proposals in accordance with mandatory, explicit and detailed instructions contained in the RFP. The Government will evaluate past performance utilizing the Past Performance Information Retrieval System (PPIRS), and other sources of data as will be stated in RFP. Proposals will be evaluated and award made in accordance with the evaluation criteria stated in the RFP. OFFERORS ARE STRONGLY ENCOURAGED TO REVIEW RATINGS IN PPIRS FOR ACCURACY AS SOON AS POSSIBLE. It is anticipated that the RFP will be released on or around April 10, 2009 at an estimated response date of May 11, 2009. The RFP will be posted to the Federal Business Opportunities webpage (http://www.fbo.gov/). NO HARD COPIES WILL BE PROVIDED. Only businesses that have been certified by the Department of Defense, United States/Canada Joint Certification Office, and have a valid requirement may have a copy of the solicitation document. All requests for copies of the solicitation document must include a certified copy of DD Form 2345, Militarily Critical Technical Data Agreement.
