Description
SDDC Freight Traffic Rules Publication No. 1C-R (MFTRP NO. 1C-R) United States Transportation Command (USTRANSCOM) is seeking sources for the purpose of providing satellite tracking capability of truck shipments of sensitive conventional Arms, Ammunition, Explosives (AA&E) shipments, and Other Sensitive Material (OSM) for Surface Deployment and Distribution Command (SDDC), Defense Transportation Tracking System (DTTS), located at Scott Air Force Base IL, Ft Eustis VA, and Norfolk VA. The satellite tracking service provider must be certified IAW SDDC Freight Traffic Rules Publication No. 1C-R (MFTRP NO. 1C-R) Section 47 (Attachment 1 to this RFI) prior to the start of this requirement 1 July 2009. The satellite tracking service provider shall provide vehicle position reporting required by the Department of Defense (DOD) for commercial motor transporting of AA&E shipments, and OSM. The primary mission of DTTS is to provide safety, security, and in-transit visibility of all DoD AA&E and OSM shipments by hourly pushing its database to USTRANSCOMs Global Transportation Network (GTN) and Intelligent Road & Rail Information server (IRRIS). Each Carrier’s truck is required to provide fifteen minute (four positions reports/hourly) vehicle position reports and status messages to commercial carriers dispatch centers employing the global satellite tracking technology. Each Carrier’s truck is equipped with a single stroke “panic button, which enables driver to provide near real time notification of emergencies or critical situations.” Drivers are required to advise DTTS of any changes of shipment status en route via coded satellite messages. In accordance with the Military Freight Traffic Rules publication (MFTPR) 1c, the satellite tracking service provider shall electronically forward a copy of all fifteen minute position reports to DTTS when a carrier’s vehicle is actively transporting a DOD AA&E shipment. In the event of an in-transit incident (i.e. vehicle hijacking), emergency situations, or other special monitoring situations the satellite tracking service provider shall permit DTTS to remotely reprogram the vehicle self positioning capability by increasing reporting to a value less than the standard fifteen minutes for vehicles identified. DTTS will also conduct periodic testing of the remote self-positioning feature by randomly selecting vehicles monthly. Testing will not exceed one hour per vehicle under test. When a driver or crew member of a carrier’s truck enables the “panic button” the contractor will ensure the carrier dispatch and DTTS receives the panic button notification within two minutes or less. The satellite tracking service provider shall have the capability to recover from a disaster occurrence within three hours in a fully operational capacity. The base period of performance is 1 July 2009 through 30 September 2009, with a five option periods: 1 October 2009 through 30 September 2010 1 October 2010 through 30 September 2011 1 October 2011 through 30 September 2012 1 October 2012 through 30 September 2013 1 October 2013 through 30 June 2014 NOTICES: THIS IS A SERVICE ONLY REQUIREMENT; THE GOVERNMENT WILL NOT PAY FOR EQUIPMENT OR THE INSTALLATION OF SAID EQUIPMENT. DTTS CERTIFICATION IS REQUIRED BEFORE THE START OF PERFORMANCE (1JULY 2009) IAW SDDC FREIGHT TRAFFIC RULES PUBLICATION NO. 1C-R (MFTRP NO. 1C-R).
