Description
Proposal Submission Instructions This is a combined synopsis/solicitation for Satellite Managed Network Services and Bandwidth Management Services prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. This combined synopsis/solicitation will result in a firm-fixed price contract. This is a small business 8(a) set-aside. The NAICS code is 517410. This requirement is for the Department of Homeland Security, Office of Operations Coordination and Planning. The solicitation number for this effort is HSHQDC-09-R-00056 and the combined synopsis/solicitation is issued as a Request for Proposal (RFP). REQUIREMENT: The Department of Homeland Security (DHS), Office of Operations Coordination and Planning (OPS) deployed a Satellite Communications Network to provide incident site communications and situational awareness in order to supply critical information to the Secretary, Department Components, and other partners. The primary 4.8M Ku-Band satellite earth station and associated network infrastructure is located at the DHS Headquarters, Washington D.C. In addition there is a site located at Point Loma, San Diego, CA that services the West/Pacific area. This location offers another 4.8 Meter Ku-Band earth station for geographical survivability, and a 9.0 Meter C-Band Earth Station to support US states and territories in the Pacific Region. The DHS OPS anticipates up twenty (20) Very Small Aperture Terminals (VSAT) and several external agencies with varying amounts of VSAT systems as part of the satellite communications managed network services. The coverage for both Ku-Band and C-Band shall include all 56 U.S. States and territories, to include Guam, Puerto Rico and the US Virgin Islands.
