REFERENCE IS MADE TO ADVANCED PLANNING BRIEF TO INDUSTRY (APBI) FOR THE CHEMICAL BIOLOGICAL DISTRIBUTION EARLY WARNING STRATEGY (CBDEWS) HELD ON FEBRUARY 19, 2009. QUESTIONS AND ANSWERS 51 - 67 AND LIST OF ATTENDEES PERTAINING TO THE APBI ARE HEREBY POSTED BELOW. -Q 51. How much money is allocated for Systems Engineering? ANSWER - Funding data is not releasable. The Presidential budget is public knowledge and includes funding lines for the NGCSD and CBASS programs. -Q 52. Has a set of objectives and exit criteria been established for each phase of the program? ANSWER - No, but will be established. -Q 53. What is the definition of fusion? ANSWER - Fusion is the aggregation, manipulation, and analysis of data for the purposes of collecting and prioritizing data, directing actions to support further analysis, and providing the information to the Warfighter. The task will also include the development of interfaces to better facilitate data exchange and analysis. For example, take sensor A, B, C, put the data together and determine the real detection and threat to soldier. -Q 54. Will CBASS be an incremental program with continuous updates as technology progresses? ANSWER - The acquisition strategy for CBASS has not yet been determined. However, it will align with the new DoD 5000.02 for evolutionary acquisition. -Q 55. Does CBDEWS Phase III = NGCSD? ANSWER - CBDEWS is the combined strategy of the NGCSD and CBASS programs as described on slide 22 of the presentation. NGCSD = Phase II & Phase III of the near-term contracting strategy described on slide 21. -Q 56. What really is the difference between NGCSD and CBASS? Is it just bio? ANSWER - The focus of NGCSD is the framework for integrating and fusing sensor data and acquisition of additional mature, high payoff sensor technologies. The focus of CBASS is development of a CB standoff sensor which can be operated independently or in concert with the NGCSD fusion system. -Q 57. How is the Joint Science and Technology Office (JSTO) aligned to support CBDEWS long term? ANSWER - See answer number 37. -Q 58. Is there a formal system integrator for this program? ANSWER - Per regulation, JPM NBC CA will be the lead system integrator as the owner of the program. Phase II contractor will develop the sensor data integration and fusion framework and integrate new sensors and systems selected by the Government. The Phase II contractor may also assist in performing trade studies and analysis, but the Government will make final decisions on trades. The Statement of Work (SOW) will clearly identify the roll of the JPM NBC CA vs. contractor. -Q 59. Do you want a system integration or not? ANSWER - See answer number 58. -Q 60. How will sensor developers collaborate with the fusion developers? How do they work together to set up the sensor geometry? ANSWER - The JPM NBC CA will ensure that there is language in the contracts for sensor vendors and fusion vendors to work together to include but not limited to the appropriate Non-Disclosure Agreements between collaborating vendors. -Q 61. Are there available reports or briefings on the Johns Hopkins CBDEWS effort? ANSWER - See answer number 28. -Q 62. In order to build the business case, industry really needs to understand that gold at the end of the trail. What are the production opportunities that are anticipated on this program? ANSWER - Production opportunities exist for the NGCSD system in the FY12-14 timeframe. Additional opportunities exist for CBASS in the FY15 and beyond timeframe. Following an analysis of alternatives, an IPR will be held to discuss alternatives and make recommendations on production opportunities to support the base capability in the FY10 timeframe. -Q 63. Regarding the desire for fusion, open architecture and integration, what recommendations do you have for those who are not incumbents (e.g. LM, SAIC, Booz&) and not as read-in to legacy /existing systems to not get pushed out? (i.e., get adequate consideration) *Lot of language being used that only incumbents are familiar with* ANSWER - There are no incumbents to the Governments understanding within the CBDEWS program who will be competing for the contracts. Previous participants in the 2008 Technical Demonstration were unfunded and brought technologies and processes completely on their own. JPM NBC CA will review contract proposals to assess prospective vendors understanding of the issues, description of proposed solutions and ability to effectively manage the time, cost and schedule. -Q 64. Are there any restrictions (e.g. ITAR) on this program and info presented today? Specifically, can a Canadian company become engaged? ANSWER - Foreign companies are not excluded from participation. JPM NBC CA does not expect International Traffic in Arms Regulations (ITAR) restrictions at this time and will seek appropriate export authorizations should the need arise. -Q 65. Why are you calling Phase II & III IDIQ for fusion and sensing when you show them as EMD full system program on your schedule chart define these (i.e., EMD W/ ILS, AQ, fielding, etc.) ANSWER - Phase I, Phase II, and Phase III refer to different contracting activities in the near term. EMD includes separate contracting efforts for fusion (Phase II) and sensing (Phase III). These ID/IQ contracting efforts may also require tasks other than purely technical efforts such as ILS development, production, fielding, logistics support, etc. These may be included as part of the award following PDR or as separate tasks. -Q 66.
