Description
The Naval Surface Warfare Center, Panama City Division, Panama City, Florida intends to award a sole source purchase order using simplified acquisition procedures to Shelton Mechanical, 236 Pine Ridge Drive, Panama City, FL 32405-3315, to develop one (1) refurbishment material kit, repair one (1) "F" condition OK-520 Hydraulic Clutch Assemblies, and fabricate two (2) "A" condition OK-520 Hydraulic Clutch Assemblies. The AN/OK-520(V) Common Winch is the Deployment and Recovery (D/R) control mechanism for the AN/SQQ-32(V) Minehunting Sonar Set (MSS). This effort is sole source for the following reasons. Shelton Mechanical has the unique capabilities and knowledge required to support this effort. No other vendor holds or maintains the technical expertise required for system component, assembly, repair and refurbishment of the Clutch Assembly, and/or fabrication for "A" condition assets. No other vendor has the required experience and knowledge of the mechanical inte! rnal mechanisms, integration design, and interfaces, and the static/dynamic operational tolerances that are required to design and develop the lay-in materials and repair and/or fabricate a clutch assembly. Shelton Mechanical, with over 35 years of OK-520 mechanical, design, engineering and repair qualifications, is the only known source that possesses expert personnel with the following unique combination of capabilities: (a) significant experience supporting the AN/SQQ-32 Sonar Program, (b) many years of experience and specialized knowledge in the certification, fabrication, design, overhaul, and repair of the OK-520(V)1/2 winch system, and (c) detailed technical expertise in MCM system technical documentation required to perform the functions required Other sources interested in qualifying their products for future acquisitions should contact Mr. Robert Coffey at 850-234-4964. Delivery terms for this requirement are FOB Destination. The purchase order shall be firm fixed priced with an expected award date on or about April 15, 2009.
