Description
This is a combined synopsis to negotiate a Firm Fixed Price type contract for Hotel Accommodations, Conference Space and Hotel Services located in the following geographic area: Not more than a two (2) hour drive from Bethesda, Maryland or Reston, Virginia. The National Geospatial Intelligence Agency (NGA) is soliciting for a location to hold an off-site April 26-30, 2009. These dates are definite; no changes will be accepted for these dates. Only establishments that can honor these dates will be considered. Request for Proposal HM017709T0013 is in accordance with FAR Subpart 12.6-Streamlined Procedures for Evaluation and Solicitation for Commercial Items. This is not a solicitation for Event Planning Services or 3rd Party Event Planning Services. This announcement incorporates FAR provisions and clauses in effect through FAR FAC 2005-30, effective February 17, 2009. NAICS Code 721110 and the small business size standard is $7 million, respectively. This announcement is solicited unrestricted, and constitutes the only bid document that will be issued. Location must have an all inclusive meeting package to include but not limited to the following: • Twelve o'clock noon Check-in and Late check-out on last day • Complete access to Amenities, such as, Parking, etc • Government per diem rates for overnight lodging accommodation. There is a need for 2 rooms on the first (1st) night and up to 50 rooms for the remaining three (3) nights. The rooms need to be non-smoking, with queen or king size beds. Guest Rooms Room Type :Queen or King Sunday 4/26/09 (2 rms) Monday 4/27/2009 (50 Rooms) Tuesday 4/28/09 (50 Rooms) Wednesday 4/29/09 (50 Rooms) • General Conference Room to accommodate up to 50 people, complete with A/V package to include guest speaker microphones, podium, VCR and monitor, ability to accommodate power point briefings, overhead projection, access to fax, copier and wireless internet, break tables for refreshments, pens and notepads. Conference Room (1) Monday 4/27/2009 (Accommodate 50) Tuesday 4/28/09 (Accommodate 50) • Four (4) breakout rooms for up to 15 people, complete with A/V package to include round table seating, microphones, white boards, flip charts and wireless internet connection, and break tables for refreshments. Breakout Rooms Breakout Rooms (4) Wednesday 4/29/09 (Accommodate 15 people/room) Thursday 4/30/09 (Accommodate 15 people/room) • All meals to include breakfast, lunch, dinner and refreshments must be provided at the times specified by the organization. All meals must be in accordance with governments' M&IE rate. Meals must be provided in private dining area Breakfast, Lunch, Dinner & Refreshments Monday 4/27/09 (Dinner and PM refreshments Only) Tuesday 4/28/09 (All meals and refreshments) Wednesday 4/29/09 (All meals and refreshments) Thursday 4/30/09 (Breakfast and AM refreshments Only) • Refreshments AM break (i.e. coffee, decaf, tea, assorted pastries, seasonal fruit and bottled water, PM break (i.e. coffee, decaf, tea, assorted sodas, cookies, brownies, seasonal fruit and bottled water). Refreshments can be set in conference room, break out rooms or common area with easy access for all attendees. Number of people in attendance will be up to 50. NGA will be billed for the total meeting package. Anything other than what is listed above will be the responsibility of each attendee. The following provisions and clauses shall apply to this solicitation: 52.252-2 Clauses Incorporated by Reference. This contract incorporates one or more clauses by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. Price (Cost of accommodations, services, Cancellation Fee, Attrition and Refreshments). Size and quality of services and accommodations, location and experience with large conferences, when combined are more important than price); 52.212-3 Offeror Representations and Certification-Commercial Items. Offerors must include a completed copy of the FAR 52.212-3 Offeror Representations and Certification along with his/her offer/proposal; FAR 52.212-4 Contract Terms and Conditions Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statutes on Executive Orders Commercial Items. Proposals shall include all information required in FAR 52.212-1, Schedule of Prices Offered, and a completed copy of provision FAR 52-212-3.
