Description
The US Army Corps of Engineers, Detroit District, intends to solicit for maintenance dredging support within the boundaries of the Great Lakes Districts of Detroit, Chicago and Buffalo. The solicitation will be structured as Multiple Award Task Order Contracts (MATOCs), and may result in the award of a minimum of (5) and a maximum of fifteen (15) Delivery/Indefinite Quantity (ID/IQ) construction contracts depending on the number of proposals received. Individual task orders will not exceed $3 Million. The total MATOCs value of all contracts combined to be awarded under this solicitation will not exceed $50,000,000.00. The MATOCs will consist of a Base Year and two (2) one year options. The maximum cumulative value of all combined MATOC values of $50,000,000.00 is for the entire three year period of performance. Each individual task order will be awarded on a competitive basis using primarily Best Value Trade Off procedures to ensure that the Government gets the best overall best value if deemed appropriate on a particular project. These MATOCs will be used for maintenance dredging (hydraulic, mechanical or hopper) within the boundaries of the Great Lakes Districts. The work will be performed in accordance with the specifications provided for dredging within the Great Lakes boundaries and detailed within the individual task order. A non-inclusive list of harbors scheduled to be dredged during the MATOCs period of performance is shown at the following internet website: http://www.lre.usace.army.mil/doingbusiness/contracting/notices, North American Industrial Classification System (NAICS) Code applicable to this requirement is 237990, Other Heavy and Civil Engineering Construction, and the Federal Supply Code (FSC) is Y216, Construction Dredging. The small business size standard for this requirement is $20 Million. The Government anticipates issuance of solicitation number W911XK-09-R-0013 on or about 13 April 2009. Obtaining Solicitation Documents: Offerors, please be advised that an on-line registration requirement in Central Contractor Registration (CCR) database http://www.ccr.gov/ and directed solicitation provisions concerning electronic annual On-line Representations and Certifications (ORCA) at http://orca.bpn.gov exists. Representations and certifications are required to be up-dated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective for one year from date of submission or update to ORCA. The plans and specifications will be provided in the FedBizOpps announcement when posted. Solicitation documents will be posted on FedBizOpps, when issued. FedBizOpps is a web-based dissemination tool designed to safeguard acquisition-related information. If you are a first time user, you will have to register; see information below. If not a first time user, log in and open the solicitation. Once you have the solicitation open, you can begin to downloading the various files to your location. Registration instructions can be found on the www.fbo.gov by clicking on the Register Now hyperlink. Interested offerors should select the Begin Vendor-Contractor Registration Process Option. The following information is required to register: Central Contractor Registration, CCR, DUNS Number or CAGE Code, Telephone number, and E-Mail address. Technical questions should be addressed by email to Darryl.K.Williams@usace.army.mil, with a copy of the email question furnished to Lre-quotes@usaces.army.mil. A Pre-Proposal conference will be conducted in mid April 2009 at the Detroit District, Detroit, Michigan. The exact date and time of the conference will be annotated in the solicitation. This is NOT a request for proposals. An RFP is anticipated to be released on or near 15 April 2009. This project is a 100% set-aside for small business concerns.
