Description
NASA/JSC plans to issue a Request for Proposal (RFP) to provide Mission IntegrationContract (MIC) support for ongoing engineering and technical services required to supportthe International Space Station Program. This contract includes products and servicesfor mission planning, mission integration, mission operations, international partnerintegration, and Russian language and logistic services.This procurement is 100% set-aside for small business concerns.The NAICS Code and Size Standard are 541712 and 1000, respectively.The anticipated release date of the DRAFT RFP is on or about September 2009. Theanticipated release date of the FINAL RFP is on or about October 2009, with ananticipated proposal due date on or about December 2009.The Government anticipates an Industry Day on April 22, 2009. See details below.Updated information concerning the acquisition and schedule can be viewed at thefollowing website as it becomes available:http://procurement.jsc.nasa.gov/procpub.htm The Government is seeking input on how to best implement the requirements outlined on thewebsite referenced above. Parties are invited to provide specific information onstrategies to reduce the overall cost of Mission Integration for ISS while maintainingquality and responsiveness and the optimal contract type, including feasibility of usingfixed-price contract types.The requirements for MIC will derive from the current MIC, NNJ04AA02C. The MIC is anticipated to have a Period of Performance (POP) of at least five years.A phase-in period for the anticipated contract of approximately 60 days is planned.An ombudsman has been appointed See NASA Specific Note B.Prospective offerors shall notify this office of their intent to submit an offer. It isthe offeror's responsibility to monitor the Internet site for the release of thesolicitation and amendments (if any). Potential offerors will be responsible fordownloading their own copy of the solicitation and amendments (if any). Prospective offerors are invited to submit written comments or questions via electronictransmission or by facsimile transmission. When responding reference NNJ09ZBG002R.TELEPHONE QUESTIONS WILL NOT BE ACCEPTED.NASA/JSC is hereby notifying interested parties that NASA is planning to hold the MICIndustry Day on Wednesday, April 22, 2009, from 9:00 11:00 a.m., Central DaylightSavings Time (CDST), at the NASA/Johnson Space Center Gilruth Recreation Center in theAlamo Ballroom. One-on-One communications will follow at the Gilruth Center. See belowfor information on how to sign up for One-on-One sessions. A. The goals of the MIC Industry Day are: i. To promote competition on the proposed MIC acquisition; ii. To develop industry understanding of the Governments current vision and objectivespertaining to pre-solicitation synopsis NNJ09ZBG002R for ISS MIC;iii. To provide industry with the opportunity to meet with the Government early enough inthe procurement process to provide input into the MIC procurement strategy;iv. To encourage offerors to submit questions and comments in writing via the MIC websiteor in person during Industry Day. The Government will respond in writing to allquestions submitted by posting them to the NAIS and the MIC procurement website. B. Registration Requirements for Industry Day: Interested parties are requested to RSVP for Industry Day and, if desired, One-on-OneCommunications with Industry by close of business on Friday, April 17, 2009 by e-mail tothe Contract Specialist, Jenny Arkinson, at janet.g.arkinson@nasa.gov.The RSVP shouldinclude the following information: i. Subject line: "ISS MIC Industry Day RSVP" ii. Point-of-contact's name, telephone number, and companyiii. Names of all the attendees from interested companyC. One-on-One Communications with Industry:Guidance for conduct of the One-on-One communications will be provided on the ISS MICwebsite @ http://procurement.jsc.nasa.gov/issmic. The MIC PDT has scheduled the Rio Grande Room in the Gilruth Center for April 22, 2009from 1:00 p.m. to 4:00 p.m. and for April 23, 2009 from 8:00 a.m. to 4:00 p.m. Meetingsare limited to forty-five minutes. Interested parties are limited to five attendees per offeror. The request for aOne-on-One meeting should include the same information as (B) Registration Requirementsfor Industry Day, except the subject line should read; ISS MIC One-on-One Request. Interested parties wishing to RSVP for both Industry Day and One-on-One Communicationsmay reference both in the subject line of the e-mail which indicates the offeror'sinterest.Interested parties are limited to one (1) One-on-One Communications meeting per offeror.Meetings will be scheduled on a first-come, first-served basis. D. A Draft Request for Proposal (RFP) is planned to be released. After the draft RFP isreleased, NASA/JSC will hold a pre-proposal conference. Industry will then be solicitedto submit questions in writing so that the Government may officially respond.Directions to the Gilruth Center: Heading South on I-45, turn Left on Bay Area Boulevard (East). Proceed approximately 3miles on Bay Area Boulevard, and then turn Right on Space Center Boulevard. Proceedapproximately 2 miles on Space Center Boulevard through two stop lights. Turn Right tothe Johnson Space Center Gilruth Center. Proceed to the Gilruth Building parking lot.Enter through the Gilruth Center's front entry, and the Alamo Ballroom will be on yourleft. Documents related to this procurement will be available over the Internet. Thesedocuments will reside on a World Wide Web (WWW) server, which may be accessed using a WWWbrowser application.
