Description
Draft Statement of Work Potential Work Hours Sources Sought Synopsis Court Security Officer Services Summary: This sources sought synopsis is in support of anticipated acquisitions of Court Security Services in up to12 judicial circuits for the U. S. Marshals Service (USMS). One of the major responsibilities of the USMS is to ensure the safety of all federal courts and court employees against unauthorized, illegal, and potentially life-threatening activities. For more than two decades, the USMS has sought the services of the private sector to provide highly qualified and skilled individuals to assist in this effort. Through this synopsis, the USMS is requesting the capabilities of contractors interested in providing these services in one or more judicial circuits. Interested contractors, including small businesses, small disadvantaged businesses, women-owned small businesses, 8(a)s, HUBZones, Veteran-Owned Small Businesses and Service Disabled Veteran-Owned Small Businesses, are encouraged to respond. Background: The Draft Statement of Work for this requirement is at Attachment A and the estimated number of potential work hours required for each circuit, by district, is at Attachment B. This request for information is for planning and informational purposes only and shall not be considered as a request for proposal or as an obligation on the part of the Government to acquire any products or services. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this synopsis or the Government’s use of such information. The Government reserves the right to reject, in whole or in part, any contractor’s input resulting from this synopsis. Instructions: After review of the attached Draft Statement of Work, interested parties should submit a response in Microsoft Word or PDF Format. All information should be UNCLASSIFIED material only. Any company proprietary information must be marked as such. Information should not exceed 10 one-sided 8 ½ x 11 pages, with one inch margins, and font no smaller than 12 point. Respondents should include as part of their submission: 1. Company name, address, phone number; a point of contact with email address; Data Universal Numbering System (DUNS) Number; and small business status, if applicable, including status as a small disadvantaged business, 8(a) business, woman-owned small business, HUBZone small business, veteran-owned small business, and/or service disabled veteran-owned small business. 2.A summary of the company’s past performance in providing services similar to those identified in the attached draft statement of work during the past five years, including any on-going contracts. Include Contracting Activities/Agencies, Contract Numbers, Contract Value, Contract Period of Performance, Number of labor hours provided during the period of performance, and a Point of Contact at the Contracting Activity who can verify the information you provided. 3.A listing of the judicial circuits in which you are interested in providing the services identified in the attached draft statement of work. 4.A description of how you would staff the following positions with suitable, experienced, qualified, trained personnel in each circuit listed in your response to question 3. Include in your description whether you would staff these positions through current in house staff or through staff augmentation. If through staff augmentation, please provide specifics. Please note that qualification standards for Court Security Officers (CSOs) are in section C-11 of the attached draft statement of work; training standards are in section C-13; medical standards are in section C-14; and physical standards are in section C-15. a.Contract Manager b.Site Supervisor(s) c.Lead Court Security Officers d.Court Security Officers In addition, please also address measures you would take to minimize CSO turnover and ensure that required CSO positions are filled in a timely manner and how you would provide CSOs at temporary or alternate locations. 5. Your procedures for (a) conducting background investigations required in section C-16 of the draft statement of work and (b) testing weapons proficiency to meet the standards in section C-17 of the draft statement of work.
