Description
Virginia Contracting Activity, intends to award a purchase order on a sole source basis to Science Applications International Corporation for the purpose of analytical support for Eastern Clipper program in support of the Department of Defense (DOD). The analytical support is proprietary in nature. The performance work statement covers the support services that a contractor will provide to the Defense Intelligence Agency Counter-Narcotics Trafficking Office for EASTERN CLIPPER. EASTERN CLIPPER (EC) program which will be designed to conduct interagency intelligence coordination for detection, monitoring, and interdiction of illicit air trafficking and to provide actionable information to law enforcement and government official in multiple ways. The goal of EC will be to apply three complementary strategies: -Expansion of organic collection and exploitation of unclassified air traffic data. -Increase effectiveness of dedicated analytical cell with access to new and timely sources of information and analytical tools. -Promote dynamic information sharing among partner agencies and international organizations. The scope of the effort will combine these sources with a multi-intelligence fusion process to create a true global, Common Intelligence Picture (CIP) of illicit air operations using a unique adaptation of semantic networks optimized for information sharing, knowledge extraction, and analytical investigation and decision-making. This will significantly enhance the current USA and ALLIED law enforcement and Intelligence Community (IC) partners' ability to identify and interdict illicit air activity. The improved coordination of resources, secure and user-based dissemination of collected data, and common visual representation model capitalizes on the synergy created during the recently completed STRIDER experiment., 2009.
