- The Federal Aviation Administration (FAA) is considering the award of a single contract for the modernization of the Alaskan Satellite Telecommunications Infrastructure (ASTI). The contract would require the contractor to provide, deliver, integrate, and test ASTI components to include the replacement of the Network Management and Control System (NMCS). Additional life cycle support services such as ASTI training development and conduct, ASTI technical documentation development, and maintenance support will also be included as part of the scope of the contract. The FAA is targeting a Final Screening Information Request (SIR) release in summer 2009 with a contract award in second quarter FY2010. Draft SIR and Industry Questions The FAA has posted two previous announcements in May 2008 and Sep 2008 seeking Industry input on the technical and programmatic aspects of the program. As a part of the continued market research with the modernization of ASTI, the FAA is soliciting input on the draft SIR contained with this announcement. The FAA is interested in feedback on the reasonableness of the requirements and whether significant re-design or development would be required to meet the technical specifications as currently defined. With this announcement the FAA is providing the following draft documents for Industry comment: Section B: Schedule of Supplies and ServicesSection C: Statement of WorkSection H: Special Contract RequirementsSection L: Instructions, Condition, and Notices to OfferorsSection M: Evaluation Factors for AwardAttachment J-1: ASTI Technical SpecificationAttachment J-2: Transition ConstraintsAttachment J-3: List of ASTI FacilitiesAttachment J-4: Performance Requirements Summary In addition to the comments on the above documents, the FAA is requesting input on the topics and questions contained the attached file. Industry should use the attached template to provide the requested feedback and any questions or comments on the contents of the Draft SIR. The FAA requests that all files, at a minimum, be submitted in MS Word format. The FAA will continue to evaluate the degree of modernization required at each of the locations identified in Attachment J-3. Attachment J-3 is intended to reflect the nature and type of locations requiring modernization. The final SIR will contain the projected list of facilities with the associated components. However, the FAA reserves the right to modernize less than the full complement of ASTI equipment identified for upgrade in Section C.5.2.1 and Attachment J-3. Industry Briefing The FAA will be conducting a briefing for industry to provide additional information on ASTI sites. This briefing is intended to provide potential offerors a more thorough understanding of the ASTI site and transition constraints. This briefing will be held in the Washington, DC metropolitan area on April 15. The FAA requests no more than three people per potential offeror team. Once the total number of interested participants is determined, each respondent will be contacted with the exact time and location. Industry comments to the draft SIR and associated questions are due 2 weeks after the industry briefing.
