- Description
- The Fleet and Industrial Supply Center (FISC) Norfolk Contracting Department Philadelphia Office intends to acquire Operation and Maintenance services in support of the Department of the Navy (DON) Program Budget Information System (PBIS). The PBIS is the Navy's primary information system for developing and submitting the DON's long range financial plan (Program Objective Memorandum - POM) and Budget to the Office of the Secretary of Defense (OSD), and allocating the funds appropriated and monitoring their execution. PBIS consists of a server complex in the Pentagon on the Navy Marine Corps Internet (NMCI) and a backup site at a secure location. PBIS uses an Oracle 10G database, Hyperion System 9 BI+ Interacting Reporting OLAP tool and a custom developed GUI. PBIS provides functionality that allows users to create, modify, query, and generate reports on DON POM and Budget data. The Contractor will be required to provide Operations and Maintenance support in the form of hardware/software/system administration and maintenance, database administration, software development, user support, process improvement, PBIS data analysis and presentation and project management. A minimum Secret Clearance will be required, as will a current working knowledge of the Navy's NMCI and Security requirements. A single Cost Plus Fixed Fee (CPFF) type contract is anticipated to be issued on a full and open competitive basis. The solicitation will be for a base period of performance beginning on or about 1 November 2009 through 31 October 2010, with four (4) one-year renewal option periods. The applicable NAICS Code is 541511 and the Service Code is R499. It is anticipated that a Request for Proposal (RFP) for this requirement will be posted at the Navy Electronic Commerce Online (NECO) website (www.neco.navy.mil) on or about 20 April 2009, with the closing date for the receipt of offers to be set forth in the RFP. A hard copy of the solicitation will not be made available. Offerors shall be required to submit both technical and cost proposals. The Navy's evaluation of proposals will consider the offeror's technical proposal more important than the offeror's cost proposal. All responsible sources may submit a proposal which shall be considered by the Government. Offerors must be registered in the Central Contractor Registration (CCR) database to be considered for award. See www.ccr.gov for further information and instructions.
