- Historical/Customer Reference Sheet Draft Statement of Work The Armed Forces Radiobiology Research Institute (AFRRI), a part of the Uniformed Services University (USU), located on the National Naval Medical Campus in Bethesda, MD, anticipates a requirement for the design and installation of new control consoles for the TRIGA Mark F reactor and 500,000 Curie Co-60 irradiation facility, which are over 20 years old. The replacement control panels will be a digital control system with observation and readout electronics, as well as monitoring and recording systems for the facilities. AFRRI collaborates with other government agencies, academic institutions, and laboratories, not only in the United States, but all over the world to conduct and analyze research of the biological effects of ionizing radiation. AFRRI is also a key player in providing medical training and emergency response to incidents caused by radiation exposure. We encourage interested vendors to view additional information regarding the mission and capabilities of AFRRI at http://www.afrri.usuhs.mil/. This is a sources sought notice and a request for information. There is no funding available for this requirement at this time. USU is seeking sources who would be interested in providing the requested services (see attached statement of work) and to seek input from industry regarding the requirement. Vendors responding to this requirement are doing so at their own cost and will not be reimbursed by the government. The information received in response to this notice is for market research and planning purposes only. Vendors interested in participating in this requirement are to provide the requested information on the attached historical/customer reference sheet. Please provide a minimum of three (3) historical/customer references for design and installation of new control panels for reactors and/or irradiation facilities or similar services using the attached form. Provide experience in sufficient detail, do not leave any space blank. This information will not be shared with any other vendors and will only be used for acquisition planning purposes. USU reserves the right to contact any of the customer references provided and we may contact you for additional information. USU is also seeking industry feedback on our DRAFT statement of work (SOW). Vendors are encouraged to review the attached SOW and address the following (Please keep in mind a presolicitation conference will be offered at a later date yet to be determined): Is the draft SOW clear? Would you be able to submit a proposal based on the information provided? Are there any ambiguities in the draft sow? What additional information would need to be provided to vendors in order for them to submit a valid proposal? Is the approach reasonable (awarded contract would be for design with an option for installation)? Recommended evaluation factors for this requirement. Recommended NAICS codes for this requirement. NOTE: The AFRRI Reactor Technical Specifications, Cobalt Operating Procedures and the AFRRI Reactor Safety Analysis Report will be provided at the time the request of proposals is posted to those vendors requesting a copy. Copies of the above documents will not be provided at this time.
