- The Naval Air Warfare Center Aircraft Division (NAVAIR), Lakehurst, NJ intends to enter into Sole Source negotiations with Ultra Electronics/Flightline Systems of Victor, NY to manufacture, assemble and produce a quantity of eleven (11) units of Portable Acoustic Sonobuoy Simulator (PASS) Test Sets, P/N 5171-0101000000, delivery 9 months after receipt of award (ARO); with an option for an additional quantity of 5 units as follows: Option 1 (5 units) delivery 9 months ARO for the MH-60R Program. Minimum Procurement Specifications Test Sonobuoy Output Levels By Providing Multiple Simulations In Different Environments. 1) Mil-Std-1472 One Man Lift Compliant. 2) Self-Contained, Portable Unit. 3) Sunlight Readable, Menu-Driven Lcd Touch Panel. 4) Operates From Either External Power ( Ac Or Dc ) Or Internal Battery. 5) Battery Charge Status Displayed On Lcd Panel. 6) Selectable Sonobuoy Channel, Sonobuoy Output Levels ( Rf & Analog ), And Sea States. 7) Stable Baseband Frequency And Fm Deviation Levels. Power Features: 1) 50-400 Hz, 115-230 Vac. 2) 28 Vdc. 3) Automatic Re-Charge And Voltage/Temperature Overcharge Protection. 4) Operating Temperature Range Of -10 Deg. C To 45 Deg C. 5) Baseband & Rf Frequency To 0.003%. 6) Fm Deviation Level To 0.1%. Item To Be Self Testable And Come With An Operation & Maintenance Manual. Step Ladder Schedule of Pricing should be as follows: Qty 1-9, Qty 10-39, Qty 40+. The manufacturing, assembly, and production of these items shall be accomplished at the contractor’s facilities. Ultra Electronics/Flightline Systems is the sole designer and manufacturer of the PASS Unit. The Government is not in possession of the drawings or technical data at this time. NAWCADLKE intends to procure these items under the authority of 10 USC 2304 ( c) (1), as implemented in FAR 6.302-1. No solicitation package is available for this procurement. All responsible sources are encouraged to submit a proposal, which may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government. See Note 22
