- FA4600-09-T-0005 Solicitation Document This is a combined synopsis/solicitation, FA4600-09-T-0005, for commercial services prepared in accordance with the format in Federal Acquisition Regulation, Part 12. This announcement constitutes synopsis and Request for Quotation. Funds are currently available. Quotations must be good for 90 days after the closing post date. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-04. The North American Industry Classification System (NAICS) code is 611710. The business size standard is $7M. This requirment is an 100% Small Disabled Veteran Owned Business set-aside. Offutt AFB is issuing a Request for Quotation (RFQ) for the following service: Military Liaison Education Consultant. The contractor shall provide all, personnel, labor, transportation, supervision, and management necessary to perform Military Child Education Liaison Services, for the Airman and Family Readiness Center (A&FRC), Offutt AFB, NE. The contractor shall assist commanders, military personnel and their families, and DoD Civilian employees in managing the demands for the military mission and family, particularly as they relate to school issues, kindergarten through 12th grade. The contractor will assist parents of school-age children understand the local educational community, and act as an advocate and intermediary between the parents, the military community, and local school districts. The contractor shall perform services in the A&FRC, and other on and off-base facilities, as required, by the A&FRC Director. The proposed contract shall have a twelve-month basic period starting on or about 10 Apr 09 through 09 Apr 2010 plus four one (1) year option periods. Award of the contract will be made to the responsive, responsible offeror whose quote offers the best value to the Government. Contractor must be registered in Central Contractor Registration (CCR) prior to award. If not already registered in CCR, go to WWW.CCR.GOV to register prior to submitting quote. THE GOVERNMENT INTENDS TO ISSUE ONE (1) CONTRACT. The clause at FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition along with 52.212-2, Evaluation-Commercial Items (price will be the only evaluation factor): FAR 52.232-18, Availability of Funds: FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, and the clause at FAR 52-212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition.
