- AMENDMENT 2: This amendment is hereby issued to include in the original document the attachment referenced in Amendment 1. The response date is remains 3/24/2009 at 4:00pm ET. All other terms and conditions remain unchanged. COMPACT WATER HEATERS VA-250-09-RQ-0116 INQUIRIES AND RESPONSES 1. Is there a rated performance capacity (i.e. gallons per minute at a desired temperature rise)? Response: Reference PK #C424999-3 2. Is there a known incoming steam supply line size (i.e. 1" to 4")? This information is necessary to determine the water heater connection size and the size of the Y-strainer. Response: Y strainers are 2 " flanged which is the incoming steam supply size 3. Compact water heater: existing serial # so Patterson -Kelly may match what you have, is the unit steam or hot water ? Response: Hot water 4. F&T trap: need size Response: Trap size is 1 30 PSI 5. Vacuum breaker: need size Response: " 6. Auxiliary drain solenoid: size & voltage Response: Aux drain solenoid is an Asco " 115 volt 7. Please verify that this RFQ is only for material & does not include installation. Response: No installation is required 8. We are preparing a response to the above mentioned solicitation and would like to know the application: is it for Potable Hot Water or Heating? Response: Hot water 9. Temperature limit system: brand, voltage Response: Temp limit is an inch Asco valve which shuts off steam pilot; voltage reference PK #C424999-3 10. GPM/TDH requirements Response: Reference PK #C424999-3 11. Hot water circulation pump: brand, size,voltage Response: Circulation pump is a Bell and Gosset series 100 1 " 115 volt AMENDMEND 1: This amendment is hereby issued to extend the response date and address contractor inquiries. Contractors who have already submitted a quote may revise and resubmit, if desired; but must do so by the new response date. See below for response date and see attachment for responses to inquiries. All other terms and conditions are unchanged. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. REQUIREMENT: The Department of Veterans Affairs located in Dayton Ohio is requesting the following products: (5 ea) compact water heaters, Patterson-Kelley Model PK08S, with 1 F&T trap, 1" relief valve, vacuum breaker, " auxiliary drain solenoid, 1 Y-strainer, temperature limit system, hot water circulation pump, No steam control valve. This announcement constitutes the only solicitation; a quote is being requested and a written solicitation will not be issued. If the items are not available, please provide quote for equivalent products and specifications for the equivalent products. Contractor must be registered in Central Contractor Registration (CCR) to be able to receive a government contract. This can be done by assessing www.ccr.gov - it is a self registry process. All offers must be submitted no later than 3/24/09 at 4:00 P.M. ET. Offers must be emailed to Lois.peed@va.gov. Phone and faxed inquiries will not be responded to. PROVISIONS AND CLAUSES: This combined synopsis lists one or more clauses by reference with the same force and effect as if they were given in full text (FAR 52.252-2). The provisions at FAR 52.212-1, Instructions to Offerors-Commercial Items, apply to this acquisition with the following addendum to the provisions of the standard provisions, 52.233-2 (Service of Protest), VAAR 852.233-70 (Protest Content), 852.233-71 (Alternate Protest Procedure), 852.270-1 (Representative of Contracting Officer), 52.212-1(k) (CCR Registration) Unless exempted by an addendum to this solicitation, by submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance and through final payment of any contract resulting from this solicitation. If the Offeror does not become registered in the CCR database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered Offeror. Offerors may obtain information on registration and annual confirmation requirements via the Internet at http://www.ccr.gov. In accordance with Federal Acquisition Regulation FAR 52.212-2 Evaluation-Commercial Items Indicate terms. A minimum of one year warranty is requested. DELIVERY: F.O.B. Destination. NOTE: The Government reserves the right to award without discussions, vendors shall submit the most favorable terms. Small businesses, especially service-disabled veteran owned small businesses and veteran owned are encouraged to contact their nearest Procurement Technical Assistance Center (PTAC) if assistance is needed in preparing their quote. ELECTRONIC INVOICE SUBMISSION: The Department of Veterans Affairs (VA Financial Service Center (FSC) is the designated agency office for invoice receipt in accordance with the Prompt Payment Act (5 CFR part 1315). FSC or its designated representative may contact the vendor to provide specific instructions for electronic submission of invoices. The vendor will be responsible for any associated expenses. FSC may utilize third-party contractors to facilitate invoice processing. Prior to contact by FSC or its designated representative for electronic invoicing submissions, the vendor shall continue to submit all invoices to FSC at the following mailing address: Department of Veterans Affairs, Financial Services Center, P.O. Box 149971, Austin, TX 78714-8971. Offerors shall complete FAR 52.212-3 Offerors Representations and Certifications-Commercial Items available for online registration at http://orca.bpn.gov or include a written copy with the quote submitted. The clause at 52.212-4 Contract Terms and Conditions-Commercial Items, applies to this acquisition, to include the following addendum to the clause: VAAR 852.203-70 (Commercial Advertising), and 52.211-6. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items, applies to this acquisition which shall include the following clauses by reference.
