- NAICS Code: 541711 The U.S. Environmental Protection Agency (EPA), Office of Transportation & Air Quality (OTAQ), under the authority of the Federal Acquisition Rules (FAR) Part 13, Simplified Acquisition Procedures, intends to issue a sole source purchase order to Purdue University toprovide an analysis of the international land use impacts associated with an increase in biofuel demand using the Global Trade Analysis Project (GTAP) model. The analysis will simulate land use change and other international trade impacts that occur as a result of changes in biofuel market demand. It will also analyze the impact of several key assumptions associated with land use impacts, including the potential differences in historical and future global responses, the impact of expansion onto marginal lands, and the potential to intensify production on existing land. Purdue will also help to compare the results from the GTAP model with other agricultural sector models. Deliverables for this project include intermediate and final model results for the different scenarios analyzed. NO SOLICITATION OR REQUEST FOR QUOTE IS AVAILABLE. The GTAP model is the only computable general equilibrium model of its kind that provides detailed global economic and trade data on a multiregion, multisector scale. EPA and others have utilized the GTAP model for analysis of land use change impacts associated with different biofuels and this is a key model that will be used in the ongoing analysis by EPA. The lead researcher for this effort is located at Purdue University, and is uniquely qualified to complete this work for EPA. He has developed extensive expertise in economy-wide analysis of trade and environmental policies, including analysis of biofuel policies and mandates. He is Executive Director and founder of the Global Trade Analysis Project. Furthermore, he has experience examining, and in an author on, papers discussing the specific factors and parameters impacting land use change that EPA is interested in. The lead researcher has been working for over ten years to develop the GTAP model and database and is recognized as an expert in the field. For these reasons, the Purdue team is exceptionally qualified to undertake these tasks. Notwithstanding, any firm that believes it is capable of meeting this requirement may submit a response, which if received within two days of the closing date of this announcement, will be considered.
