Description
The U.S. Department of Labor, Office of Assistant Secretary of Administration and Management, intends to award a sole source contract increase to Coffee Consulting LCC, 4720 Montgomery Lane, Suite 1050, Bethesda, MD 20814-3454 for increase to option year 3 of the current contract. This increase is needed to support the expansion and accelerated completion of mission critical statement of work task necessary for the implementation of the Job Corps New Vision and transformation to a 21st century System of Excellence …Without disruption of the ongoing operational support the contract provides to the National Office of Job Corps. The work involves building, field-testing, and implementing a National Model. The period of performance: July 1, 2008 through June 30, 2009. Coffee Consulting, LLC, under contract DOLJ051A20029, is to establish a comprehensive support system for student academic training and staff professional development for Job Corps. This includes on-going assessments and continued improvement of student academic programs, establishment of proficiency standards, curriculum development, integration of technology in training, educational testing, and development of special programs, for students with disabilities or limited English proficiency. Additionally, this contract will include the establishment of a national Job Corps system of staff professional development that will begin with a program for teacher certification and recertification. This sole source action is a step to ensure no acceptable delays in fulfilling the Job Corps requirements in that all of the services needed involve ongoing, highly interrelated New Vision/National Model work being performed by the contractor that is well underway. This proposed action is for services for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302 1. This is a notice of intent and not a request for competitive proposals. Any interested, responsible party who believes they can provide the required services may respond by submitting a capability statement, proposal, or quotation to the email address in this notice and it will be considered by the agency. Any capability statement must include price information and describe in detail the parties’ ability, qualifications, and experience in providing the services described in this notice and demonstrating their familiarity with the Job Corps program and their ability to provide the required services within the timeframe required. All submissions must be received within 10 calendar days of the publication date of this synopsis. A determination by the Government not to compete this proposed action based upon responses to this notice is solely at the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a comprehensive procurement. No solicitation document exists. Responses to this synopsis must be in writing. No telephone inquiries will be accepted. Responses must include the capability statement and reference this synopsis.
