Senior Police Advisor to Combined Security Transition Command - Afghanistan (CSTC-A) ISSUANCE DATE: 03/24/2009 CLOSING DATE: 04/23/2009 SOLICITATION NUMBER: PSC-09-33 (INL) Gentlemen/Ladies: SUBJECT: Solicitation for Personal Services Contractor (PSC), Department of State, Bureau for International Narcotics and Law Enforcement Affairs. The United States Government, represented by the Department of State, is seeking applications (Standard Form OF 612’s) from U.S. citizens interested in providing the PSC services described in the attached. PLACE OF PERFORMANCE: Kabul, Afghanistan 8. JOB DESCRIPTION: See below I. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR BACKGROUND:The Senior Police Advisor to Combined Security Transition Command – Afghanistan (CSTC-A) will live and work in Afghanistan. Primary residence location will be the U.S. Embassy compound in Kabul but a considerable part of work hours will be spent CSTC-A compound at Camp Eggers in Kabul. Additionally, deployments to field locations on a regular basis should be expected. The Senior Police Advisor to CSTC-A reports to the Director of the International Narcotics and Law Enforcement Affairs/ Narcotics Affairs Section (INL/NAS) U.S. Embassy Kabul and coordinates with the Police Program Officer (FSO), and provides advice to and coordination with CSTC-A on the direction of police training programs – primarily the Afghan Police Program – provided by the U.S. government in Afghanistan. The Senior Advisor, who will be given In-country Contracting Officer Representative (I-COR) responsibilities by the State Department Contracting Officer Representative (COR) for commercial contracts covering the Afghan Police Program, will coordinate with the Director of INL/NAS and with the State Department COR to ensure that sufficient personnel and assets are provided on a timely basis to meet requirements for the Afghan Police Program as determined by CSTC-A. The Senior Advisor will serve as the primary point of coordination among CSCT-A, the Embassy’s INL/NAS office and the commercial contractor providing training and mentoring for the Afghan Police Program. SUPERVISORY CONTROLS: The Senior Police Advisor will report to Director of the Narcotics Affairs Section, Bureau of International Narcotics and Law Enforcement Affairs (INL), U.S. Embassy Kabul and coordinates with the Police Program Officer (FSO). II. STATEMENT OF WORK Specific program management responsibilities include: •Serves as the Senior Police Advisor to Combined Security Transition Command - Afghanistan (CSTC-A). The incumbent will provide oversight of USG efforts for police program reform in Afghanistan. As such, the incumbent serves as the senior technical police expert and strategist in formulating policy recommendations related to the development and implementation of an effective police program in Afghanistan. •This position will report to the Director of the International Narcotics and Law Enforcement Affairs/ Narcotics Affairs Section (INL/NAS) U.S. Embassy Kabul and coordinates with the Police Program Officer (FSO). S/he serves as the primary police advisor to CSTC-A, advises the Chief of Mission and the Department of State’s Bureau for International Narcotics and Law Enforcement Affairs (INL), and serves as the Bureau’s primary advocate to CSTC-A with respect to these programs and initiatives. •The Senior Police Advisor will coordinate with the USG interagency at Post involved in the police training mission. S/he will also coordinate and liaise with Afghan and international players involved in reforming the police sector in Afghanistan. •The Senior Police Advisor will provide policy oversight and ensure that all of the different police training programs at the mission are coherent and cooperating without intruding on the authority of any individual agency to run its own programs. •The Senior Police Advisor will be a member of the joint DoD-DoS Police Program Planning Board (JPPPB) which provides recommendations to the Commander, CSTC-A and NAS Director for any programmatic and functional changes to the police program. •The Senior Police Advisor will provide a quarterly police program progress report – as detailed in the MOA between the Departments of State and Defense -- through INL/NAS and in coordination with INL/AP to the Commander, CSTC-A and to the Chief of Mission •Assists INL in carrying out appropriate statutory and regulatory responsibilities relating to these areas of responsibility to ensure attainment of the Administration’s objectives. •Develops, directs, plans, manages, and coordinates efforts in support of the Afghanistan Police Program (APP). •Works closely with CSTC-A, INL, U.S. Embassy Kabul, and the Afghan Government to resolve issues affecting operations relating to the administration of these programs. •Advances USG and multilateral agenda in implementing anticorruption measures in government and private sectors. •Conducts ongoing program dialogue with host country government officials and with non-governmental organization (NGO) decision makers, to ensure broad political and financial support for these programs. •Provides management oversight to program operations and related activities, ensuring they are managed in the most efficient and cost effective manner. •Participates in multilateral and regional meetings that relate to the security and stability of Afghanistan, advancing the USG’s policies and programs. •Together with, or on behalf of, the CSTC-A Commanding General, provides the Chief of Mission with current analysis and up-to-date information on issues relating to the development of police programs and the integration of the international efforts for an effective law enforcement program for Afghanistan. •Works closely with the INL’s Assistant Secretary, Deputy Assistant Secretaries, the INL Senior Police Advisor (Embassy Kabul), the INL program manager and the Director of the Office of Civilian Police and Rule of Law on new strategies for the development and implementation of these programs. •Interacts regularly with high-ranking host government law enforcement officials and U.S. Embassy staff, and other international agencies, to ensure that programs are meeting the constantly changing priorities of these groups, and are keeping pace with changes in the international law-enforcement community. III. LEVEL OF EFFORT The level of effort required over the period of this one year contract is 100%. The position is full-time, with a minimum of 40 hours per week. IV. KNOWLEDGE AND SKILLS REQUIRED Minimum requirements are as follows: •U.S. Citizenship. •At least 10 years experience in U.S. law enforcement/corrections operations, management, organizational development, planning and/or training. (Time and duties in previous CIVPOL missions will count toward this total) •Experience working with the UN or other international organizations overseas in a CIVPOL or related mission. •Ability to safely carry, operate and maintain an M4, MP-5, Glock 19 and M9. •Ability to obtain DOS-approved security clearance at the Secret level. •Certification as an In-country Contracting Officer Representative (I-COR). Preferred qualifications include: •Experience in police operations, training and reform efforts in a post-conflict or active insurgency environment. •Knowledge of police development in an international environment. •Experience working or coordinating with other relevant U.S. government agencies (e.g., Departments of Justice and Defense, USAID). •Excellent oral and written English communication skills. •Superior interpersonal skills. V. EVALUATION FACTORS A.Ability to provide police subject matter and policy guidance to senior level policy makers within the Embassy, INL and CSCT-A. (25%) B.Experience and ability to assess current programs and assist in developing and implementing plans for improving U.S. capacities to implement police assistance programs. (25%) C.Ability to liaise with members of relevant USG agencies, Host National representatives and the international community in developing and coordinating police programs, as well as to represent INL in these forums. (25%) D.Ability to communicate complex issues in a timely and concise manner, both orally and in written form. (15%) E.Experience in working in an overseas high-threat environment. (10%) VI. COMPENSATION: Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant’s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. VII.
