- The Naval Surface Warfare Center, Carderock Division (NSWCCD) intends to conduct a non-competitive procurement with Landauer, Inc. for the purchase of InLight Automatic Reader and InLight Automatic Annealer in support of NAVSEA 04LR and the NSWCCD - Radiation Technology Group (RTG). A firm-fixed price award is anticipated following procurement procedures of FAR 13.5 - Test Program for Certain Commercial Items. The Navy believes that it is prudent to evaluate Optically Stimulated Luminescence OSL) for potential use in dosimetry. The studies will be a joint project between the Naval Dosimetry Center (NDC) and the Radiation Technology Group. These studies will enable the Navy to evaluate the capabilities of OSL in the operational environment experienced in naval operations. In addition to the OSL technology the studies will evaluate the on-site OSL analysis system known as InLight. NDC and the RTG will determine if the Navy's dosimetry program and laboratories wou! ld benefit from the OSL advantage by using the InLight System. The InLight system offers different readers and several dosimeter configurations which will be analyzed extensively. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Landauer, Inc. is currently the only commercial manufacture of OSL dosimeters and associated readers. To date there are no manufactures that can read OSL dosimeters from Landauer, Inc. The software and hardware are patented technologies and are proprietary information owned by Landauer, Inc. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the G! overnment not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Will be awarded on or about 08 April 2009.
