Description
The National Marine Fisheries Service, has a requirement for a vessel charter to conduct research surveys for juvenile salmon, sablefish and rockfish in Southeast Alaska. Contractor shall provide all personnel, equipment, tools, materials, supervision, transportation and services necessary to perform these services. The contractor will be required to provide a vessel to complete the following research objectives: 1) determine annual measures of abundance and distribution of salmon and other epipelagic fishes necessary to improve our understanding of the relationships between biological and physical oceanographic processes that affect the distribution, migration, and growth, energetics, and recruitment of commercially important fish species in the coastal waters of the Gulf of Alaska, which has been ongoing in Southeast Alaska for the past 12 years (http://www.afsc.noaa.gov/ABL/MSI/msi_secm.htm); 2) understand the effects of barotrama on rockfish using a remote operational vehicle, divers, onboard live tanks, onboard portable pressure tanks, and the transfer of live fish for further laboratory experimentation; and 3) catch and tag juvenile sablefish and monitor the temperature and depth experienced by the juvenile sablefish from the time they leave the nearshore rearing areas at age 1+ until they recruit to the fishery at age 2+ or greater. The resulting contract will have a base survey period from approximately June 18, 2009 through August 03, 2009 and one option period at approximately the same time in 2010. Minimum overall vessel length required is 90 feet. Minimum continuous horsepower output from main engine, 850hp. The proposed contract is 100% set-aside for small business concerns. The NAICS code for this procurement is 483114 and the size standard is 500 employees. All responsible and fully responsive sources may submit a proposal which will be considered by the Agency. Any resulting contract will be awarded as a firm-fixed price contract. Solicitation documents will be made available for download on or about April 8, 2009 at http://www.fedbizopps.gov/. Paper copies of this solicitation will not be issued.
