Description
1. REQUEST FOR INFORMATION (RFI): THIS IS NOT A SOLICITATION; no award will be made from this announcement. This request for information is for informational purposes only; this is not a Request for Proposal (RFP). All interested parties are encouraged to respond to this RFI. The Government will not pay for information and materials received in response to this RFI and is in no way obligated by the information received. Companies who desire to participate in this market survey are encouraged to submit a white paper which supports their companys claim that it presently has the technology, qualifications, and capabilities to satisfy one or more of the deliverables described below. The white paper should discuss the companys ability to develop and or provide existing technologies to provide a solution to the problem of identifying and reducing threats from individuals with criminal or terrorist intent in Iraq and Afghanistan. 2. SCOPE. Background: The mission of the U.S. Army Rapid Equipping Force (REF) is to rapidly increase mission capability while reducing risk to Soldiers and others by equipping operational commanders with off-the-shelf (government or commercial) solutions or near-term developmental items that can be researched, developed and acquired quickly. The REF receives requirements from operational commanders in war zones setting forth the capabilities needed. Senior Army leadership chartered the REF to provide material solutions to meet requirements in a significantly reduced timeline compared to traditional Department of Defense acquisition procedures. 3. REQUIREMENTS: The purpose of this RFI is to obtain potential solutions/ systems that can identify and reduce any threat(s) from individuals with criminal or terrorist intent. The REF seeks technology that is able to determine an individuals behavioral intent and emotion; the physiological signs of stress, fear, or deception that cannot be manipulated. This information should be provided in the form of a white paper and should also discuss related company experience and include point(s) of contact. The white paper should be prepared in MS Word, limited to ten (10) pages, and submitted electronically to the contracting office listed below. 4. DELIVERABLES: 4.1: The detection system must be able to identify signs of emotional strain through various non-intrusive biometric readings. 4.2: Means of collection could be, but would not be limited to, reading body temperature, heart rate, respiration, and /or identifying stressors in voice pattern. 4.3: In order to reduce an apparent threat through a more efficient screening process, biometric data needs to be collected in a manner that the individual is unaware of collection, creating a less-stressful screening process so that those that act suspiciously are more readily apparent. 4.4: Technology should have the ability to detect anomalies in human behavior for distances up to 100 meters in less than one minute and have the means of scanning individuals and crowds. 5. Experience and information obtained from this RFI will be provided to the REF Product Manager who will evaluate the information and feasibility of issuing a procurement action to resolve the stated requirement. 6. The Government will consider all responses submitted on time. The company shall be responsible for any costs associated with preparing responses to this market research.
