- AMENDMENT 0001 - Combined Synopsis/Solicitation HQ0423-09-T-0011 is hereby amended to provide the following additional information: THIS SOLICITATION IS HEREBY EXTENDED TO 1:00 EST on 08 April 2009. (1) Students will not have access to DFAS computers during the instructor-led training (ILT) portion of this requirement. The ILT is to be delivered in a classroom environment utilizing commercial off-the-shelf courseware. Each quoter will need to determine whether they feel that computers will be needed for ILT during the classroom training. The RFQ states (in the Requirements section) that access to DFAS computer equipment and/or operating systems will not be available. As also stated in the RFQ, the government anticipates that considerable time will be dedicated to individual self study and potential quoters should identify the "format" of training materials (e.g.; written, on-line, CD, DVD, etc.) they will provide to support this endeavor. Students will have computers available to access any on-line system application as a part of their self-study. (2) The government does not anticipate that the contractor will be required to instruct more than two (2) iterations of training simultaneously. (3) DFAS will consider “subject matter experts (SME’s)” that are not CMA’s as instructors. SME’s would need to provide experience and education level that would demonstrate their expertise in instruction. DFAS will evaluate both the overall experience and pertinent qualifications of each potential instructor. (4) Any recommendations as to a proposed instruction schedule should be provided as part of the submitted quote. (5) This solicitation does not require testing, or testing costs, to be provided by the contractor. (6) All other terms and conditions remain unchanged.
