Description
*** Note: This presolicitation notice replaces notice M6785409R5093, and all attachments, posted 24 Feb 09. *** The Mine Resistant, Ambush Protected Vehicle (MRAP) Joint Program Office (JPO) has a requirement for a JP-8 (Ultra Low Sulfur Diesel as an alternate) fueled auxiliary power unit (APU) and winch to provide direct current (DC) electrical output that can support electronic devices mounted on Tactical and Combat Vehicles and the self recovery of the Buffalo MRAP Variant. The proposed APU and winch must provide 12 kilowatts (kW) of power, and hydraulic output to the attached winch, capable of recovering a vehicle with gross vehicle weight up to 75,000 lbs, with use of no more than 1 snatch block allowed. Overall dimensions are not to exceed 31" x 59" x 73" for the APU, and 31" x 15" x 20" for the winch, with a maximum total systems weight of 3,200 lbs. The desired mounting location is the driver's (left hand) side, rear of the vehicle, with the winch to be mounted below the OEM supplied towing provisions. The detailed requirements are outlined in the Performance Specification, ! and interface drawings and a draft test plan are embedded attachments. Teaming of industry partners is highly encouraged, as the intent of this effort is to rapidly field a solution meeting all requirements of the attached documents. Any solution should be commercial off the shelf (COTS), and meet the requirements of the attached detailed specifications. We anticipate formal proposals to be due within 45 days of the posting of this notice. This buy is for two units for Government testing from up to three vendors, with an option to buy up to four additional units. Evaluation and award will be on a best value basis.
