- NAICS Code: 511210 The U.S. Environmental Proctection Agency (EPA), Office of Administrative Resource Management (OARM), Security Management Division (SMD) intends to award a sole-source, fixed-price purchase order under FAR Parts 12 and 13 to Aware, Inc. for Aware PIVSuiute licenses andmaintenance, BioSP, and software implementation and integration servies. Federal Information Processing Standards (FIPS) Publication 201, Personal Identity Verification (PIV) of Federal Employees and Contractors, states that the requirements for collection and formatting of biometric information are specified in National Institute of Standards and Technology (NIST) Special Publication (SP) 800-76, Biometric Specification for Personal Identity Verification. EPA requires that a subject's fingerprint images be acquired electronically or on fingerprint cards (ink cards). The specifications for collecting a subject's fingerprint images via a fingerprint card are enumerated in Table 1, "Fingerprint acquisition protocols", of SP 800-76, specifically Option 3 - "Required presentations for rolled ink on card". The only product approved by GSA as a "Card Scan 'Option 3' device" as defined by Table 1 in SP 800-76 is the Aware PIVSuite SDK. (See items 104, 105, and 106 of the FIPS 201 Evaluation Program Approved Products List http://fips201ep.cio.gov/apl.php) THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. All inquiries and concerns must be addressed in writing via e-mail by April 3, 2009 at 2:00 PM. Telephone inquires will not be accepted. The decision not to compete this requirement is within the discretion of the government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
