- PROJECT NAME: ANGELES NATIONAL FOREST WATER STORAGE TANK MAINTENANCE AND REPAIR DESCRIPTION OF WORK: Provide all materials, labor, and equipment necessary for the inspection, cleaning, repairing, lining, painting, and other maintenance of water storage tanks on National Forest land. The major work for this project is to reestablish the long term serviceability of the water storage tanks in this contract. This work includes but is not limited to surface preparation, materials and waste handling, coating application, replacement of existing roof hatches with properly sized vent assembly, sealing of unused roof hatches, installation of new ladder assemblies, and installation of liquid level indicators. The contractor shall provide and install a temporary tank where necessary to avoid disruption of water supply to existing facilities for the duration of the work. The contractor shall provide all necessary staffing, equipment, and materials to complete the work. PROJECT LOCATIONS: Clear Creek, Big Pines JPL, Crystal Lake Steel Tank and Crystal Lake Concrete Tank (2 each). This solicitation will be available for downloading on this site on or about April 8, 2009. METHOD OF AWARD – CASCADING SET-ASIDE PROCEDURE: Award resulting from this solicitation will be made using the following cascading set-aside order of preference: a. In accordance with FAR Subpart 19.13, award will be made on a competitive basis first to responsible, eligible HUBZone small business concerns that submits a fair and reasonable price. (Refer to Section I, Clause I.2, 52.219-3, Notice of Total HUBZone Set-Aside b. If the price from the HUBZone is not considered to be fair and reasonable, award consideration will be made in accordance with FAR Subpart 19.14, to a responsible, eligible Service Disabled Veteran Owned Small Business (SDVOSB) concerns. (Refer to Section I, Clause I.2, 52.219-27, Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside c. If a fair and reasonable price cannot be obtained from either a HUBZone small business concern or a Service Disabled Veteran Owned Small Business, consideration will be to make award in accordance with FAR Subpart 19.5, to a responsible small business concerns that submits a fair and reasonable price. (Refer to Section I, Clause I.2, 52.219-6, Notice of Total Small Business Set-Aside. For purposes of determining a fair and reasonable price, a 10% factor will be used. For example, if a Service-disabled Veteran-owned Business and a Small Business submit a lower overall quote but the difference is 10% or less compared to a HUB Zone Business, then the HUB Zone Business would be awarded the contract.
