Description
The Federal Aviation Administration's (FAA) William J. Hughes Technical Center (WJHTC) needs additional time to prepare and conduct the re-competition of its "Center Operations and Maintenance Services" (COMS) requirements. The existing contract with incumbent contractor All Star Technical Services, Inc. (All Star), DTFACT-04-C-00014, is subject to the Service Contract Act and cannot be extended beyond its 60-month life. In order to ensure continuity of service, the FAA intends to issue a single-source contract to All Star which will bridge the DTFACT-04-C-00014 end date, 9/30/09, to the start date of the new, re-competed contract. The bridge contract will contain a six-month base period and two, three-month options. The bridge contract will, with some minor exceptions, require the contractor to perform the same services as those described in DTFACT-04-C-00014. This work includes operations and maintenance services, minor repairs and alterations, for both WJHTC and, optionally, for tenant-owned facilities. Contractor responsibilities will include fire detection, alarms and suppression systems; site utilities; heating and air-conditioning systems; electrical distribution systems (primary and secondary, including substations); elevators; roofing; cafeteria equipment; interior and exterior finishes; central utility plants; motor vehicle and equipment maintenance; material handling; roads and parking lot pavement maintenance; hazardous waste removal; bulk trash removal; pest control; security cameras and card readers; intrusion detection systems and industrial cleaning. In accordance with the FAA Acquisition Management System 3.2.2.4, this announcement informs the public of the FAA's decision to enter into a single source contract with All Star Technical Services, Inc. of San Diego, CA. This is a short-term contract which will permit additional time and analysis of the COMS requirements, including potential for some of the work to be set aside for small business, and will ultimately further FAA's policy of maximizing competition. All Star has provided COMS services for over four years and has all the requisite personnel, security clearances, licenses, equipment and other resources to seamlessly continue the work for the term proposed. A competitive solicitation is not available for this procurement. All Star is the only known contractor who can provide uninterrupted COMS services for the proposed short term. If your firm does not agree with this single source determination, please provide evidence of your capabilities to seamlessly provide all of the above-listed services for the FAA to evaluate. Responses must address how your firm will provide services--with no break in quality or timeliness of delivery--all the requisite labor, licenses, experience and capabilities required. You must include references where you recently were successful performing work under similar conditions.
