- Description
- The Space and Naval Warfare Systems Command (SPAWAR), Program Executive Office(PEO) C4I, Navy Multiband Terminal (NMT) Program Office (PMW/A-170) intends tonegotiate, on a sole source basis, a Cost Plus Award Fee (CPAF) contractmodification under the authority of 10 U.S.C. 2304 (c)(1) and FAR 6.302-1 withRaytheon Company, Network Centric Systems, 1001Boston Post Road, Marlborough,MA 01752. This contract modification will require Raytheon Company to modify the NMT tofulfill the Air Force requirement for a GTC. The EPS GTC modification to theNMT will allow the XDR EHF communications payloads operating on HEO, to providecontinuous protected communication to U.S. forces in extreme northernlatitudes. Additionally, these satellites will be interoperable with terminalsdesigned for the Navy Advanced Extremely High Frequency (AEHF) and backwardcompatible Transformational Satellite (TSAT)Communication systems currently under development. Raytheon Company is thebest technically qualified entity capable of providing the additionalrequirements for the EPS GTC interface to the existing NMT baseline withinschedule constraints and the program's cost. Engaging a different contractorto modify Raytheon's NMT design to accommodate EPS communication requirements,will negatively affect any significant logistics and life cycle sustainmentsavings the Navy expects to realize. Furthermore, a majority of the designchanges are extremely complex, software intensive, and require a level ofknowledge only currently understood by Raytheon Company. In order to gaineconomies of scale in the development, production, and sustainment phases ofthe EPS modifications it is required that Raytheon be the Prime Contractor forthe effort. In addition, the contractor will provide Contract DataRequirements List (CDRLs) andtechnical/logistics data to support installation and integration. The Government is not soliciting proposals in response to this synopsis. Thisnotice is to facilitate potential subcontracting opportunities. However, sinceit is the policy of the Government to foster competition, any prospectiveofferor may provide information, which the Government will consider in itscontinued review of the sole-source nature of the requirement.
