Description
This is not a solicitation, but a Notice of Contract Action. The Mission and Installation Contracting Command, Eustis Branch (CCMI-RCE), intends to award a sole-source Firm-Fixed Price (FFP) contract to Buffalo Computer Graphics, Inc for High Speed Craft Radar Simulator (HSCRS. Description: The contractor shall design, test, and manage a new High Speed Craft Radar Simulator (HRCRS)at the Maritime Simulation Division (MSD)located in Building 839, Fort Eustis, VA. Contractor shall deliver and install six (6) integrated High Speed Craft Radar Simulators (HSCRS) which will operate independently from the other simulators located at MSD. The new suite of HSC radars and TSV vessel control stations will be incorporated into the six student stations. The instructor station (IOS) will control the student stations and be configurable to operate independentlyy or jointly. The Theater Support Vessel is being fielded with new radar and Electronic Charting and Data Information System (ECDIS) units that are not replicated in the existing CARNS radar simulator. Radar and ECDIS training are a crucial part of the existing four-week High Speed Craft training program for Army, Navy and Military Sealift Command (MSC) civilian mariners, currently taught at the US Army Transportation School. The full scope of required High Speed Craft radar training is not currently available anywhere in the DOD or comercial training sectors. The existing radar simulator system(CARNS) does not have this High Speed Craft technology and is based on legacy watercraft systems. Under the authority of USC 2304(c)(1) pursuant to FAR 6.302-1(2)(i), supplies or services needed by the agency are available from only one responsible source and no other type of supplies or services will satisfy the needs of the agency. A determination not to compete this requirement is based on market research and is solely within the discretion of the Government. This announcement is not a request for competitive quotations. Inquiries should be directed no later than 12:00 p.m., 5 March 2009, via email, referencing W911S0-09-T-0037, to Ms. Penny Epps, Contract Specialist, penny.epps@us.army.mil. The Government will review all responses, without prejudice, whether or not the Government initially determines that, another firm is fully qualified to fulfill the U.S. Army requirement. Note: If documents are sent via email, the contractor will be responsible for validating Government receipt by calling the Contract Specialist at (757) 878-3166, x3222. No solicitation is available and telephone requests for information will not be honored.
