Description
As allowed under FAR 6.302-1 - Only One Responsible source and no other supplies or services will satisfy agency requirements, additional work will be placed with Geo Systems Analysis Inc that extends the performance period under their current Contract 06CR308057- Feasibility Study Using Native Seeds in Restoration from a 3 year performance period to 4 years. This award was made after competitive quotes were solicited from the GSA Multiple Award Schedule as authorized by FAR 8.401 Geo Systems Analysis was awarded a 3 year Research and Development contract on March 24 2006, to conduct a study on best methods and protocol to use when collecting, storing, germinating and growing native seeds in the Lower Colorado Region to control weed infestation by salt cedar and other shade intolerant non natives. An additional year of research is required at this time to continue monitoring the 54 established small scale test plots through the 2009 growing season. This follow on effort is required to evaluate the survival, growth rates and competition between riparian trees and salt cedar and to determine the effects of different irrigation regimes on growth rates and competition.In addition to extending the original performance requirements from 3 years to 4 years, Geo Systems Analysis will also monitor and analyze vegetation dynamics (survival & growth) during the 4th year as well as manage and coordinate the irrigation regimes. Additional work to be performed will include site preparation for more small scale test plots that will include irrigation, herbicide and tillage cycles to reduce weeds and grasses. The study plots will also be furrowed prior to seeding. Geo Systems Analysis will have a subcontractor do the seeding and oversee the effort. Geo Systems is uniquely qualified to perform on this effort as they performed the first 3 years of research. Use of any other offeror would result in substantial duplication of costs to the Government that would not be recovered through competition. The estimated dollar value for monitoring the 4th year and for all additional vegetation efforts and for managing the irrigation during the 2009 growing season is estimated to be approximately $123,742.00.
