- This is not a solicitation, but a Notice of Contract Action. The Mission and Installation Contracting Command (MICC), Directorate of Contracting (DOC), Fort Lewis, Washington, intends to award a sole source Firm-Fixed Price (FFP) contract to Dictaphone Corporation for Medical Transcription System Hardware and Software Maintenance at Madigan Army Medical Center (MAMC), Fort Lewis, WA. Contractor shall provide depot level hardware maintenance and repair for the MAMC existing, Dictaphone medical transcription system, with coverage 8 hrs per day X 5 days per week per Dictaphone Corporation Maintenance option 2, and software maintenance for the MAMC existing, proprietary, Dictaphone automated medical transcription system (including Enterprise Express Text and Speech, Powerscribe Enterprise Express Voice, Enterprise Express Text, Enterprise Workstation (EWS), EWS Recognition, Enterprise Express Speech (EXS), EXS Recognition, Router, and REX) with remote technical support 24 hrs per day X 7 days per week and on-site support at MAMC, as required, per Dictaphone Corporation Maintenance option 3, until problems are eliminated. Under the authority of 10 USC 2304 (c) (1) as implemented by FAR 6.302-1 (2) (iii), supplies or services needed by the agency are available from only one responsible source and no other type of supplies or services will satisfy the needs of the agency. A determination not to compete this requirement is based on market research and is solely within the discretion of the Government. This announcement is not a request for competitive proposals. Inquiries should be directed no later than 12:00:00 PM (PDT) 26 March 2009, via email, referencing W911S8-09-R-0015, to Mr. Bill Hatchett, Contract Specialist, william.h.hatchett@us.army.mil. The Government will review all responses, without prejudice, whether or not the Government initially determines that another firm is fully qualified to fulfill the U.S. Army requirement. Note: If documents are sent via email, the contractor will be responsible for validating Government receipt by calling the Contract Specialist at (253) 966-3495. No solicitation is available and telephone request for information will not be honored.
