Description
The Division of Acquisition and Cooperative Support (DACS), National Science Foundation (NSF) anticipates releasing a Request for Proposal (RFP) under Solicitation Number DACS09P2121 on or about April 6, 2009. The procurement will be conducted under the procedures of FAR Part 15, Contracting by Negotiation on a full and open competitive basis. The Government will not pay for any information received from potential sources as a result of this notice. The requirement is for the operation of the Graduate Research Fellowship Program (GRPF). Specifically, the contractor will be responsible for the conduct of all programmatic activities from the beginning of the cycle through evaluation of applications and award notificiations. More specifically, the contractor shall develop program materials; conduct program publicity and outreach and answer inquiries; receive and process application materials; arrange for and conduct evaluations of the applications; and, produce and deliver the results of the application evaluations. All activities are to be coordinated with and approved by the NSF's Contracting Officer's Technical Representative (COTR) or Contracting Officer. The period of performance for this contract will include a three (3) year base period and two (2) one year option periods. Interested firms must check fedbizopps for a copy of the solicitation when it is released. There will be no (paper) copies of the solicitation made available when it is published. It is the responsibility of interested parties to independently watch the website for updates to any and all documents. Potential offerors are responsible for downloading their copy of the solicitation and amendments, if any. No telephone inquiries about this notification will be accepted. This is a Presolicitation Notice and does not commit the Government to award of any contract under the above listed terms. Contractors must be registered in the Central Contractor Registration (CCR) database to be eligible for contract award or payment. Information on registration and annual confirmation requirements may be obtained by assessing the CCR website at: http://www.ccr.gov.
