Description
NASA/LaRC has a requirement for Qty 4 new fiber-coupled telescopes and the upgradeof Qty 3 existing fiber-coupled telescopes.NASA/LaRC intends to purchase the items and upgrades from Photon Gear, Inc. based ontheir unique qualifications and experience from two sets of previously purchasedfiber-coupled telescopes. In 2006, Photon Gear won a competitive procurement for threefiber-coupled telescopes with an aperture of 20 mm. These telescopes were used in thelaboratory system to validate their design and measure their performance. Threeadditional telescopes with 50 mm diameter aperture were purchased on a non-competitivebasis and used in the breadboard system to be flown on a helicopter demonstrating thecapabilities of the Doppler Lidar. This procurement is for a third set of telescopes thatare essentially identical to the second set of telescopes but with two minor designupgrades. In addition, the second set of telescopes are being modified to incorporatethe two minor design upgrades.Procuring a different fiber-coupled telescope from adifferent source will cause considerable schedule delays and additional costs forvalidating its design and generating a new lidar design.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon 03/27/09. Such capabilities/qualifications will be evaluated solely for the purposeof determining whether or not to conduct this procurement on a competitive basis. Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
